The difference between statutory license and compulsory license

The former applies to all those who are willing to use the works prescribed by law, without the consent of the copyright owner, but they must be paid remuneration. If the copyright owner declares that it is not allowed to use it, it shall not be used. The latter procedure is complicated. If the application for permission from the copyright owner is unsuccessful, it is necessary to apply to the competent department for obtaining the right to use the work through compulsory license and pay remuneration to the copyright owner.
