Pollution-free agricultural products certification is divided into origin identification and product certification. The identification of origin shall be organized and implemented by the provincial agricultural administrative department according to the provisions of the Measures for the Administration of Pollution-free Agricultural Products. With the support and cooperation of all parties concerned, the Agricultural Products Quality and Safety Center of the Ministry of Agriculture is specifically responsible for organizing the implementation of product certification. Provincial agricultural administrative departments should strictly follow the provisions of the Procedures for Determining the Origin of Pollution-free Agricultural Products (Announcement No.264 of the Ministry of Agriculture and Certification and Accreditation Administration Committee), formulate detailed methods and rules for determining the origin, and strengthen the training, assessment and appointment management of on-site inspectors of the origin environment; At the same time, it is necessary to strictly assess the qualifications of environmental testing institutions in the place of origin. Only the testing institutions that have passed the metrological certification and confirmed by the provincial agricultural administrative departments can undertake the environmental testing of origin marks. Product certification should be strictly in accordance with the requirements of the Certification Procedure for Pollution-free Agricultural Products (Announcement No.264 of the Ministry of Agriculture and Certification and Accreditation Administration Committee), refine the certification rules and specifications of different varieties, strengthen the training and assessment of product certification inspectors and the management of on-site inspection teams, and strictly implement the screening, recommendation and business entrustment of product certification and testing institutions. The testing institutions that undertake product certification and testing shall be technical institutions that have passed the national metrological certification and obtained the authorization of the Ministry of Agriculture or the relevant law enforcement departments in the State Council. At the same time, after being selected by the Agricultural Products Quality and Safety Center of the Ministry of Agriculture and reported to the Market and Economic Information Department of the Ministry of Agriculture (the Quality Office of the Ministry of Agriculture, the same below), it will undertake the certification and testing of pollution-free agricultural products.
