20 12 in may, with the approval of the State Council, the national development and reform commission approved the Zhanjiang iron and steel base project in Guangdong province in combination with merger and reorganization, reduction of regional production capacity, relocation of urban steel mills, implementation of relevant plans, and promotion of layout adjustment. The construction site of the project is Donghai Island, Zhanjiang City, Guangdong Province, and the implementation unit is Baosteel Zhanjiang Iron and Steel Co., Ltd. The construction scale is 9.2 million tons of iron, steel100000 tons and steel 9.38 million tons, with a total investment of 69.68 billion yuan. The project will give full play to the coastal advantages, give priority to the global allocation of resources and energy, innovate management mode, vigorously develop circular economy, realize energy conservation and emission reduction, continuously improve competitiveness, and promote the structural adjustment and development mode transformation of iron and steel industry. This project will be implemented on the basis of Guangdong's accumulated compressed crude steel production capacity of 1.6 1.4 million tons.
2065438+On May 3, 20021day, Baosteel Guangdong Zhanjiang Iron and Steel Base Project started construction in Zhanjiang East Island. The construction scale of Baosteel Zhanjiang Iron and Steel Base Project is100000 tons of steel/year, and the planned investment of the project is about 69.68 billion yuan.
It is understood that Baosteel Zhanjiang Iron and Steel Base Project was implemented on the basis of Guangdong's accumulated crude steel production capacity of 1.6 1.4 million tons, and "reduction and replacement" will effectively change the development mode of the local steel industry. At the same time, the Zhanjiang project will mainly produce high-end carbon steel products in the fields of automobiles and household appliances in the future, which will help meet the demand gap of high-end steel products in the Pearl River Delta.
Baosteel Group said that the overcapacity in the national steel market is concentrated in the low-end areas, and most high-end products still rely on imports. In addition to the "high-end start" in the national layout, Baosteel has also strictly implemented the policy of "reduction, efficiency increase, adjustment and development" in Shanghai, and actively promoted the optimization and adjustment of Shanghai's steel industry structure.
Chinese-foreign joint venture
I. Overview of the Project
The Sino-Kuwait Joint Venture Guangdong Refining and Chemical Integration Project is the largest joint venture refining and chemical project in China at present, which is jointly built by China Petrochemical Company and Kuwait National Petroleum Company in a 50: 50 share ratio. The project is located in Dongdao New District, Zhanjiang Economic and Technological Development Zone, with a total land area of about 12.26 square kilometers, including 6.33 square kilometers for the first phase. The total investment in the first phase is about 9 billion US dollars. It is planned to refine oil150,000 tons/year, produce ethylene100,000 tons/year, and build a 300,000-ton crude oil terminal in Dongdao Port Area of Zhanjiang Port. It is planned to be completed and put into operation in 2065.438+04. The project will implement circular economy mode, adopt advanced production technology and pollution control technology at home and abroad, and design and manage in strict accordance with the most advanced international environmental protection standards, so as to build the project into a symbol and demonstration project of China petrochemical industry and a national circular economy demonstration zone.
Second, the project location advantages
The East Island where Zhongke Refining and Chemical Project is located is the fifth largest island in China and the largest island in Guangdong Province, with a land area of 286 square kilometers and an existing population of about 1.6 million. East Island is rich in undeveloped land resources, and it is an uncultivated virgin land, which has the advantages of building an international deep-water port and developing modern large-scale industries.
1. It has a deep-water coastline and can be used to build a large oil tanker terminal. Zhanjiang Port covers an area of 269 square kilometers and has 38 productive berths, including 26 berths above 10,000 tons. It has the largest 300,000-ton onshore crude oil terminal in China, the largest 250,000-ton iron ore terminal in South China and the deepest 300,000-ton waterway in Asia. The project is located near Zhanjiang Port in the north, with a coastline of 3.05 kilometers and a distance of less than 500 meters from the -2 1.9-meter deep-water waterway, and can build a 300,000-ton large-scale tanker terminal.
2. It can make full use of the pipeline transportation network of Zhanjiang Port and greatly reduce the transportation cost. There are three major pipeline transportation systems in Zhanjiang: one is the crude oil pipeline from Zhanjiang to Shi Mao, with a length of 1 15km and a transportation capacity of 8 million tons/year; Second, the product oil pipeline from Zhanjiang to Southwest China, with a length of 1740 km and a transportation capacity of100000 tons/year; 3. The length of the product oil pipeline from Zhanjiang to the Pearl River Delta is1135km, and the transportation capacity is120,000 tons/year. The location of Zhongke Guangdong Refining and Chemical Integration Project can be connected with Zhanjiang Port Petrochemical Terminal and pipe network by laying 42km pipeline. Through this pipe network, the refined oil can be directly transported to the Pearl River Delta and the southwest of China.
3. East Island has enough environmental bearing capacity. Zhanjiang's advantages lie in atmospheric environmental capacity and total emission control indicators. Zhanjiang is surrounded by the sea on three sides, and Dongdao is surrounded by the sea on all sides. The sea area is open and easy to exchange with offshore water bodies. East Island and its coastal waters have great atmospheric bearing capacity and superior regional atmospheric environment. According to the Notice of the State Environmental Protection Administration on Checking and Approving the Atmospheric Environmental Capacity of Key Cities for Air Pollution Prevention and Control (Huanban [2005] No.96) in September 2005, the SO2 environmental capacity of Zhanjiang City was verified as102,000 tons/year, while the actual SO2 emission of Zhanjiang City in 2008 was only 40,000 tons, which has sufficient environmental bearing capacity for large petrochemical projects. The regional environmental assessment of Dongdao New District where the project is located was approved by the Ministry of Environmental Protection on May 2, 2009, and it was clearly pointed out that an integrated petroleum refining and chemical project could be built in this area.
4. The project has ready-made industrial land. The land area of Zhongke Refining and Chemical Project is 12.26 square kilometers, of which the land area is 8.7 square kilometers and the beach backfill area is 3.56 square kilometers. The land requisition work has been basically completed, the relocation and resettlement work is progressing smoothly, the approval for the use of sea areas has been completed, and all land use procedures are complete, so the project can be provided for immediate use.
5. The traffic conditions are very good. The location of Zhongke Refining and Chemical Project is within 30 kilometers from the railway station, airport and expressway. The Dongdao Railway under construction and the 60-meter-wide Guangdong Haidakou-Luweigang Shugang Highway run through the Dongdao New District where the project is located, connecting Zhanjiang Shugang Highway and Yuzhan Expressway, and connecting with provincial highways 325, 207 national highway and 373 and 374. * * * Together form a modern highway network around Zhanjiang City, Zhanjiang Port Area and East Island.
