(4) having academic leaders with high technical level and strong organizational ability and a scientific research team with reasonable structure, with no less than 25 fixed personnel, of which supporting units account for more than 7%, and not overlapping with the fixed personnel of existing key laboratories and technological innovation centers at or above the provincial level.
(5) It has good conditions for scientific research experiments and relatively concentrated scientific research office space, of which the area of scientific research office space is not less than 1, square meters, and the original value of scientific research instruments and equipment is not less than 1 million yuan.
(6) sign partner laboratory agreements with at least two national or provincial key laboratories in related fields to establish partner laboratory relationships.
(7) The key laboratory jointly built by * * * shall sign a * * * construction agreement with the construction unit of * * * to determine the construction mode, personnel, task division and their respective rights and obligations.
(8) The supporting unit promises to provide necessary guarantee conditions and financial support for key laboratories, which can ensure their effective construction, efficient operation and sustainable development.
(9) The centralized management department promises to give necessary support and policy guarantee to key laboratories in terms of personnel, finance and materials, and strongly support the high-quality completion of various scientific research tasks.
The application for the construction of key laboratories of enterprises should conform to the priority industrial and technical fields in our province, reflect the advantages and characteristics of Hebei, and meet the following conditions at the same time:
(1) The supporting unit is a scientific and technological enterprise or a new R&D institution that has been registered and operated for more than 3 years, and its main business income in recent 3 years is more than 1 million yuan, and its annual R&D expenditure reaches more than 4% of its sales income, or its annual R&D investment is more than 4 million yuan; No major violations of the law and good faith punishment.
(2) The research and development direction is in line with the industrial development direction of our province, relying on the unit to master the core technologies in related industries, possessing high-level original achievements or national technology invention patents, with outstanding scientific research advantages and distinctive features, undertaking and completing major scientific research projects at or above the provincial level, and having the foundation and ability of joint research and development work in Industry-University-Research.
(3) adhere to and strengthen the overall leadership of the party, strengthen the construction of party organizations, formulate and improve various management systems, and ensure the healthy development of key laboratories.
(4) It has a high-level scientific research team with a reasonable age structure and knowledge structure, with no less than 2 fixed scientific researchers, of which supporting units account for more than 7%, and does not overlap with the fixed personnel of existing key laboratories and technological innovation centers at or above the provincial level.
(5) It has good conditions for scientific research experiments and relatively concentrated scientific research office space, of which the area of scientific research office space is not less than 8 square meters, and the original value of scientific research instruments and equipment is not less than 1 million yuan.
(6) sign partner laboratories or technical cooperation agreements with more than two national or provincial key laboratories in related fields to establish cooperative relations.
(7) The key laboratory jointly built by * * * shall sign a * * * construction agreement with the construction unit of * * * to determine the construction mode, personnel, task division and their respective rights and obligations.
