(a) the enterprise must be registered for more than one year when applying for recognition;
(2) The enterprise obtains the ownership of the intellectual property rights that support the core technology of its main products (services) through independent research and development, transfer, donation and merger;
(three) the technology that plays a core supporting role in the main products (services) of the enterprise belongs to the scope stipulated in the "high-tech field supported by the state";
(four) the proportion of scientific and technical personnel engaged in R&D and related technological innovation activities in the enterprise to the total number of employees in the enterprise in that year is not less than 10%.
2. What are the requirements for the proportion of total expenses to total sales revenue in the same period?
1. The proportion of enterprises whose sales revenue in the latest year is less than 50 million yuan (inclusive) is not less than 5%;
2. The proportion of enterprises with sales income of 50 million yuan to 200 million yuan (inclusive) in the latest year is not less than 4%;
3. The proportion of enterprises with sales income of more than 200 million yuan in the previous year shall not be less than 3%.
Third, the application materials
Enterprises conduct self-evaluation. Those who meet the accreditation conditions shall register in the "Accreditation Management Network of High-tech Enterprises" and apply to the accreditation body for accreditation. Submit the following materials when applying:
(a) the application for the identification of high-tech enterprises;
(2) Relevant registration certificates proving that the enterprise was established according to law;
(3) Intellectual property related materials, proof of scientific research projects, transformation of scientific and technological achievements, R&D organization and management and other related materials;
(4) Key technologies and technical indicators, production approval, certification and accreditation, relevant qualification certificates, product quality inspection reports and other related materials of high-tech products (services) of enterprises;
Four, high-tech enterprise identification procedures
There are five steps in the accreditation procedure of high-tech enterprises, including self-assessment, registration, preparation and submission of materials, organization of examination and accreditation, publicity and issuance of certificates. The first three items need to be completed by the applicant, of which material preparation is the most important one.
Follow-up management of verbs (abbreviation of verb)
(a) after obtaining the qualification of high-tech enterprises, enterprises should fill in the annual development report of intellectual property rights, scientific and technological personnel, research and development expenses and operating income in the "high-tech enterprise identification management network" before the end of May each year.
(two) for the high-tech enterprises that have been identified, if the relevant departments find that they do not meet the identification conditions in the daily management process, they shall submit them to the accreditation body for review. If it is confirmed by review that it does not meet the recognition conditions, the recognition institution shall cancel its qualification as a high-tech enterprise and notify the tax authorities to recover the tax benefits it has enjoyed since the year that does not meet the recognition conditions.
6. What actions will disqualify its high-tech enterprise?
1. There is serious fraud in the process of applying for identification;
2 major safety, major quality accidents or serious environmental violations;
3. Failing to report major changes related to the identification conditions on schedule, or failing to fill in the annual development report for two consecutive years.
