(1) citizens of China (including Hongkong, Macao Special Administrative Region of China and Taiwan Province Province of China) and China legal persons, regardless of whether their domicile or business premises are in China;
(two) foreigners who have lived in China for a long time or foreign legal persons or unincorporated units with real business offices;
(3) Nationals of other States parties that have signed patent cooperation treaties with China, or residents or units that have lived or set up business offices in that country for a long time.
If there are more than two applicants for an international application, as long as one of them is qualified to file an international application in China National Intellectual Property Administration.
