When applying for an invention or utility model patent, the applicant should submit the materials to the Patent Administration Department of the State Council
1. Patent Project Evaluation Application Form
2. Copies of the patent certificate, acceptance notice, and patent application documents (including specifications, claims, abstracts, etc.) of the evaluated patent project
The request should indicate the name of the invention and the name of the inventor , the applicant’s name, address, and other matters.

3. If the patent is not authorized in the current year, a copy of the patent annual fee invoice paid in the current year must be submitted
4. Relevant materials proving that the patented project has been industrialized operation
5. Copies of certificates and related materials awarded for patent projects
6. Copy of unit business license or individual resident ID card
Note: Applicants can withdraw their patent applications at any time before being granted patent rights; they can modify their patent application documents, however, for inventions and utility models Modifications to patent application documents shall not exceed the scope recorded in the original description and claims, and modifications to design patent application documents shall not exceed the scope represented by the original pictures or photographs. 1． The applicant fills out the patent project evaluation application form and submits relevant materials as required
2. The Municipal Intellectual Property Office will review the format of the materials submitted by the applicant
3. After passing the review, the evaluation will be conducted by an evaluation agency with patent asset evaluation qualifications
4. The Municipal Intellectual Property Office will notify the parties of the evaluation results. Before applying for a patent, a corresponding patent search must be conducted to ensure that there are no identical patents.
