With the in-depth development of knowledge economy and economic globalization, intellectual property rights are increasingly becoming the strategic resources of national development and the core elements of international competitiveness. In 2008, China promulgated the Outline of National Intellectual Property Strategy, aiming at building an innovative country by implementing the intellectual property strategy. As the largest, strongest and well-structured regional innovation system in China, Zhongguancun was approved as the first "National Independent Innovation Demonstration Zone" in 2009. Zhongguancun's important position in the national innovation system determines that Zhongguancun must shoulder the historical mission of promoting the development of national intellectual property rights.
After more than 20 years of development, Zhongguancun has formed an advantageous industrial cluster integrating software, integrated circuits, computers and network communication, aerospace, bioengineering, energy and environmental protection, and new materials. It has created a large number of leading technologies at home and abroad, such as supercomputers, laser phototypesetting of Chinese characters, computer chips and mobile communication standards. However, Zhongguancun has never hatched international giants such as Apple, Qualcomm, Samsung and Sony, which have core intellectual property rights and always occupy the leading position in the industry. The main reason is that although Zhongguancun enterprises have first-class technology, they fail to closely combine technological innovation, intellectual property rights and commercial operation, and there is still a big gap with the world giants in transforming technological achievements into core competitive elements such as patents, in the commercial operation of intellectual property rights, and in formulating intellectual property strategies with international vision. Therefore, it is very important for the future development of Zhongguancun to establish a research institution that is proficient in intellectual property strategy, has an international perspective, and can cultivate compound talents who understand technology, law and commercial operation of intellectual property. Based on the above considerations, three domestic intellectual property experts, Ma Yide, Qiu Lianghui and Huang Teng, set up Zhongguancun Intellectual Property Strategy Research Institute, hoping to provide services as a platform and contribute to Zhongguancun's construction of a national innovation demonstration zone and the cultivation of localized international business talents.
In the process of preparation, the Institute received great attention and strong support from the Ministry of Science and Technology, China Academy of Engineering, China National Intellectual Property Administration, Beijing Municipal Government, Beijing Intellectual Property Office, Beijing Civil Affairs Bureau, Beijing Science and Technology Association, Zhongguancun Management Committee and other government departments. At the end of September, 2065438+00, Beijing Civil Affairs Bureau formally approved the establishment of the research institute in the form of "first try first". United with domestic and foreign intellectual property government departments, universities, research institutes, intellectual property intermediaries, enterprises and other organizations to build a training chain, and provide different intellectual property training and personnel training services according to the different needs of ordinary staff, business personnel, scientific research personnel and management personnel.
