Chapter I General Principles

Article 1 In order to improve the safety technical management level of the design, manufacture and use of organic heat carrier boilers and ensure the safe operation of organic heat carrier boilers, this regulation is formulated according to the requirements of the Provisional Regulations on Safety Supervision of Boilers and Pressure Vessels.

Article 2 These procedures are applicable to fixed organic heat carrier gas phase furnaces (hereinafter referred to as gas phase furnaces) and organic heat carrier liquid phase furnaces (hereinafter referred to as liquid phase furnaces).

This procedure is also applicable to electrically heated organic heat carrier furnaces, except for the heating part of electrical appliances.

Article 3 This regulation specifies the special requirements for organic heat carrier furnaces. The design, manufacture, installation, use, inspection, repair and transformation of organic heat carrier furnaces shall comply with the Provisional Regulations on Safety Supervision of Boilers and Pressure Vessels and the provisions of this specification. In addition, the gas-phase furnace should also meet the relevant requirements of the Safety and Technical Supervision Regulations for Steam Boilers; Liquid-phase boilers shall also meet the relevant requirements of Safety and Technical Supervision Regulations for Hot Water Boilers.

Labor administrative departments at all levels shall be responsible for supervising the implementation of these regulations.

Article 4 Units producing organic heat carrier furnaces must hold a special production license for organic heat carrier furnaces.

Chapter II Structure and Technical Requirements

Article 5 The strength of organic heat carrier boilers shall be implemented according to the standards of Strength Calculation of Pressure Components of Water Tube Boilers and Strength Calculation of Pressure Components of Shell Boilers, and the design calculation pressure shall be 0.3MPa plus the working pressure and not less than 0.59MPa.

Article 6 The welding and flaw detection of pressure parts shall meet the following requirements:

1, pipes and steam drums, headers and pipes shall be connected by welding.

2. The longitudinal seam, circumferential seam and flat-fell seam of the drum body must adopt automatic submerged arc welding. Due to the limitation of tooling, the inner side of the last circumferential seam of the drum is allowed to adopt manual arc welding.

3. The butt weld of the heating surface tube of the organic heat carrier furnace shall be gas shielded welding.

4. The longitudinal girth weld of the drum and the butt joint of the head shall be subjected to 100% radiographic inspection or 100% ultrasonic inspection plus at least 25% radiographic inspection; X-ray flaw detection shall be conducted for the butt welds of heating surface pipes, and the number shall not be less than 10% of the number of joints in the radiation section and not less than 5% in the convection section. If the spot check is unqualified, it should be rechecked in double quantity.

5. For the batch-produced gas furnace drum, make a test plate for longitudinal seam welding for every 10 (if it is less than 10); Butt joints of drums, pipes and pipes of liquid phase furnace can be exempted from welding inspection test plates.

The welding procedure qualification of organic heat carrier furnace shall be carried out according to the provisions of Safety and Technical Supervision Regulations for Steam Boilers.

Article 7. When the pressure components must be connected by flanges, tongue-and-groove flanges or flat welded steel flanges with nominal pressure (PN) not less than 1.6MPa shall be adopted, and the gaskets shall be metal mesh wound graphite gaskets or expanded graphite composite gaskets.

Article 8 Pressure components and pipeline accessories of organic heat carrier furnaces shall not be made of cast iron or non-ferrous metals.

Article 9 In order to prevent the organic heat carrier from overheating decomposition and carbon deposition in the liquid-phase furnace, it is necessary to ensure the flow velocity of the organic heat carrier in the heating surface tube, the radiation heating surface is not less than 2m/s, and the convection heating surface is not less than1.5m/s. For the drum of the horizontal external combustion liquid-phase furnace, reliable measures should be taken to prevent the drum from overheating and premature aging of the organic heat carrier.

The gas-phase boiler with steam drum in section 10 should adopt water-tube boiler structure, and the ratio of the sum of downcomer section to the sum of riser section and the sum of outlet section to the sum of riser section should not be less than 40%, otherwise hydrodynamic calculation should be carried out.

Article 1 1 The supplier of organic heat carrier shall provide reliable physical data and chemical performance data of organic heat carrier, such as maximum service temperature, viscosity, flash point, carbon residue and acid value.

Article 12 When the organic heat carrier furnace is designed and operated, the temperature of the organic heat carrier at the outlet of the organic heat carrier furnace shall not exceed the maximum service temperature of the organic heat carrier.

Article 13 The structure and feed pipe of the organic heat carrier furnace shall ensure the free flow of the organic heat carrier and facilitate the discharge of the organic heat carrier from the boiler.

Article 14. At the lowest point of boiler drum and pipe network, sewage devices should be installed, and sewage pipes should be connected to a safe place.

Article 15. The fully assembled organic heat carrier furnace is subjected to water pressure test at the factory according to the working pressure 1.5 times. For the gas phase furnace, air tightness test should also be carried out according to the working pressure or system circulating pressure to check the sealing conditions of non-welded parts such as flange joints, manholes, hand holes and inspection holes of the organic heat carrier furnace.

After the water pressure test, water should be discharged, and nitrogen is suitable for air tightness test.

Chapter III Safety Accessories and Instruments

Article 16 The safety valve shall meet the following requirements:

1, each gas furnace should be equipped with at least two fully open spring-type safety valves without handles. A bursting disc should be connected in series on the short pipe connecting the safety valve and the gas cylinder.

No matter whether the liquid phase furnace adopts forced circulation of injection or suction, there is no need to install a safety valve in the body of the liquid phase furnace.

2. When blasting, the discharge capacity of the safety valve and bursting disc of the gas phase furnace should not be less than the rated evaporation capacity of the gas phase furnace.

3. The organic heat carrier steam discharged when the safety valve of the gas phase furnace is opened enters the water-cooled surface condenser through the conduit, and then is connected to a separate organic heat carrier storage tank for dehydration and purification.

The back pressure of condenser should not exceed 0.03 MPa.

4. The safety valve should be removed from the gas-phase furnace for inspection at least once a year, and sealed with lead after inspection and constant pressure. The test results shall be kept in the technical files of the organic heat carrier furnace.

5. Cut-off valve should be installed on the short pipe connected with the bursting disc and the drum or header, and the cut-off valve must be in the fully open position when the gas phase furnace is running.

Article 17 The pressure gauge shall meet the following requirements:

1. Pressure gauges shall be installed on the steam drum and outlet header of gas phase furnace and the inlet and outlet pipelines of liquid phase furnace.

2, pressure gauge calibration at least once a year, after calibration should be sealed.

3. The pressure gauge is connected with the drum, header and pipeline through the liquid storage elbow, and the stop valve or needle valve should be installed above the liquid storage elbow.

Article 18 The level gauge shall meet the following requirements:

1, two independent liquid level meters shall be installed on the steam drum of gas phase boiler; The expander of liquid phase furnace shall be equipped with liquid level gauge.

2, organic heat carrier furnace is not allowed to use glass tube level gauge, plate level gauge should be used.

3. The drain pipe of the level gauge must be connected to the storage tank, and the drain pipe should be equipped with a drain cock. When the organic heat carrier furnace is running, the drain cock must be closed.

Article 19 On the gas-phase or liquid-phase organic heat carrier conveying pipeline at the outlet of the organic heat carrier furnace, a temperature display recorder shall be installed near the organic heat carrier furnace before the stop valve; When the thermal power of the organic heat carrier furnace does not exceed 2.8MW, only a temperature display instrument can be installed. Temperature display instrument should be installed at the entrance of liquid phase furnace loop.

Article 20 the automatic control and automatic protection device shall meet the following requirements:

1, the outlet of organic heat carrier in liquid phase furnace should be equipped with over-temperature alarm and differential pressure alarm device, and the outlet of organic heat carrier in gas phase furnace should be equipped with over-pressure alarm device.

2, the use of liquid or gas fuel organic heat carrier furnace, should have the following equipment:

(1) Device for automatically adjusting the combustion load of the burner according to the temperature and evaporation of the organic heat carrier at the outlet of the organic heat carrier furnace.

(2) When the thermal power is ≥2.8MW, the ignition program control device must be installed.

(3) Furnace flameout protection device.

3, organic heat carrier furnace should be equipped with automatic adjustment protection device, and should be able to automatically stop the furnace under the following circumstances:

(1) When the liquid level drops below the limit position;

(2) When the heat carrier temperature at the outlet of the organic heat carrier furnace exceeds the allowable value;

(3) When the heat carrier pressure at the outlet of the organic heat carrier furnace exceeds the allowable value;

(4) When the circulating pump stops running.

Chapter IV Auxiliary Equipment and Valves

Article 2 1 expander shall meet the following requirements:

1, liquid phase furnace and pipe network system shall be equipped with expanders to receive the heated and expanded organic heat carrier. The expander can be turned off or on.

2. The regulating volume of the expander shall not be less than 1.3 times the volume of the organic heat carrier in the liquid phase furnace and pipe network system increased by thermal expansion at the working temperature.

3. The closed expander shall be equipped with a pressure gauge and a safety pressure relief device, and the pressure relief substance shall be introduced into the storage tank through a pressure relief pipe.

The expander shall be equipped with an overflow pipe which shall be connected to the storage tank. The overflow pipe has the same diameter as the expansion pipe, and valves are not allowed to be installed on the overflow pipe.

4. In general, the expander should not be installed directly above the organic heat carrier furnace to prevent the organic heat carrier sprayed by expansion from causing fire. The vertical distance between the bottom of the expander and the top of the organic heat carrier furnace should not be less than1.5m.

5. The expansion pipe connected to the boiler pipe network system and the expander shall meet the following requirements:

(1) When the expansion pipe needs to turn, its bending angle should not be less than120;

(2) No valve shall be installed on the expansion pipe, and there shall be no necking part;

(3) The diameter of the expansion tube shall not be less than the following values.

Rated thermal power (MW): 0.71.42.85.61.22.433.6.

Nominal diameter dn (mm): 32 40 50 70 80100150.

6. Thermal insulation measures shall not be taken for the expander and expansion pipe, and the temperature of organic heat carrier in the expander shall not exceed 70℃.

Article 22 The storage tank of organic heat carrier should be placed in the lowest position of the heating system as far as possible, so as to clean the organic heat carrier in the boiler, and the storage tank should be separated from the organic heat carrier furnace by a partition wall. The storage tank shall meet the following requirements:

1. The volume of the storage tank shall not be less than 1.2 times of the total amount of organic heat carriers in the organic heat carrier furnace.

2. The storage tank shall be equipped with a level gauge, and the upper part of the storage tank shall be equipped with an exhaust pipe, which shall be connected to a safe place, and its diameter shall be one grade larger than that of the expansion pipe (series specified in Article 2 1 of this regulation).

Twenty-third organic heat carrier furnace heat carrier import and export pipeline should be installed on the stop valve. When the distance between the pump and the boiler is not more than 5m, it is not necessary to install a stop valve at the entrance of the boiler. The valve joint shall be made of leakproof sealing material, and asbestos products are not allowed.

Twenty-fourth organic heat carrier furnace and the top of the pipe network should have the necessary number of exhaust valves, so that the organic heat carrier furnace can regularly discharge the gas products formed in the operation, and the exhaust valves should meet the following requirements:

1, the switch position of the exhaust valve should be easy to operate.

2. The exhaust pipe of the exhaust valve should be connected to the fixed container, and the exhaust pipe of the liquid phase furnace can be directly communicated with the atmosphere. The distance between the fixed container, exhaust port and open flame heat source shall be not less than 5m.

Article 25. For a single gas-phase furnace, each furnace should generally be equipped with two feed pumps, one as the working pump and the other as the standby pump. There is no need for a supply pump for a gas-phase furnace where condensate can automatically flow back.

At least two electric circulating pumps are installed in the circulating system of the liquid phase furnace, one is the working pump and the other is the standby pump. The flow rate and lift of circulating pump should be selected to ensure the necessary flow rate of organic heat carrier in the organic heat carrier furnace.

In areas with frequent power outages, the boiler room should have standby power supply or take other measures to ensure the normal operation of pumps.

A filter should be installed at the inlet of the circulating pump, and the filter should be cleaned regularly.

Chapter V Use Management

Twenty-sixth operators of organic heat carrier boilers shall be trained in the knowledge of organic heat carrier boilers and certified by local boiler safety supervision institutions.

Twenty-seventh users of organic heat carrier furnaces must formulate operating rules for the use of organic heat carrier furnaces. The operation procedures shall include the operation methods and matters needing attention such as start-up, operation, shutdown and emergency shutdown of the organic heat carrier furnace. Operators must operate in accordance with the operating procedures.

Article 28. Heat preservation measures should be taken for pipes within the range of organic heat carrier furnace, but coating measures should not be taken for flange joints.

Article 29. During the ignition and boosting process of the organic heat carrier boiler, the exhaust valve on the boiler should be opened several times to discharge the mixed steam of air, water and organic heat carrier. For gas phase furnace, when the temperature and pressure of organic heat carrier meet the corresponding relationship, the exhaust should be stopped and normal operation should be started.

Thirtieth organic heat carriers must be dehydrated before they can be used. Different organic heat carriers should not be mixed. If mixing is required, the mixing conditions and requirements shall be provided by the organic heat carrier production unit before mixing.

Article 3 1 The residual carbon, acid value, viscosity and flash point of organic heat carriers in use shall be analyzed annually. When two analysis items are unqualified or the decomposition component content of heat carrier exceeds 10%, the heat carrier should be replaced or regenerated.

Article 32 The heating surface of an organic heat carrier boiler shall be inspected and cleaned regularly, and the inspection and cleaning shall be stored in the boiler technical file.

Thirty-third after the installation or overhaul of organic heat carrier furnace, before it is put into operation, users and installation or repair units should carry out hydraulic test with the working pressure of 65438 0.5 times; The gas-phase furnace shall be tested for air tightness according to Article 15. It can only be put into operation after it is qualified. The local boiler safety supervision organization should send people to participate in the water pressure test and air tightness test.

Thirty-fourth boiler room should have effective fire prevention and fire extinguishing measures.

Chapter VI Supplementary Provisions

Article 35 If the relevant rules and regulations of the organic heat carrier furnace are lower than the requirements of this regulation, this regulation shall prevail.

Article 36 The Ministry of Labor shall be responsible for the interpretation of these Provisions.

Article 37 These Regulations shall come into force on 1 May 19941day.
