After returning to China, Professor Yang immediately submitted a report on the establishment of the Department of Environmental Science and Engineering to the school leaders. 1986 under the leadership of professor he, president and vice president of Chengdu university of technology, professors yang, Zhang shisen and Zhu lianxi jointly established the department of environmental science and engineering of Chengdu university of technology, and then professor yang founded the institute of environmental science and technology of Chengdu university of technology and served as its director.

As a famous environmental expert in China, Professor Yang has been invited to visit the United States, Germany, Japan, Canada and other countries for many times, and invited and received visiting experts and professors from many countries to engage in international exchange activities of environmental science and technology. During his lecture in the United States on 1993, Professor Yang inspected the sewage treatment projects of many environmental protection companies in western, northern and southern Canada. At that time, the environmental protection community in the United States had realized the advantages of decentralized treatment of domestic sewage on the spot from the experience of building large-scale sewage treatment plants with traditional processes in the past, so it turned to economic and effective (cost? Effective) research and development of in-situ dispersion treatment technology. ?
Inspired by these overseas technical investigations, Professor Yang objectively and comprehensively analyzed the advantages and disadvantages of existing technologies at home and abroad based on his years of experience in sewage treatment, and put forward a technical route for urban domestic sewage treatment that is different from the existing traditional technologies at home and abroad according to China's specific national conditions. Mr. Ding Shutao led the technical team to integrate the technology from experimental research to the perfection and optimization of the whole equipment system, and realized the technical route proposed by Professor Yang. Professor Yang communicated with landscape experts and innovatively put forward the advanced concept of "building a sewage treatment plant and giving you a garden back", which was named "domestic sewage on-site decentralized gardening technology" (referred to as technology).
