The pesticide registration system 1947 started in the United States, and now most countries in the world have implemented the registration system. China's pesticide registration began in 1982. In April of that year, six ministries and commissions in the State Council jointly issued the Regulations on Pesticide Registration, which was implemented in the same year 10+0.
The Regulations of the People's Republic of China on Pesticide Management issued by the State Council 1997 stipulates that the Institute for Pesticide Control of the Ministry of Agriculture is responsible for the specific registration of pesticides throughout the country, and the agricultural testing institutions affiliated to the provincial agricultural administrative departments assist in the specific registration of agriculture within their respective administrative areas. The registration of pesticides produced and imported for the first time in China is divided into the following three stages:
On-site test: The on-site test can only be carried out after the developer applies for on-site test and gets approval. Pesticides in the field trial stage shall not be sold.
Temporary registration: After the field test, demonstration test (the area exceeds 150 mu) and third-party field test are needed to obtain data. Trial sale and temporary registration under special circumstances, the validity period of temporary registration of pesticides is 1 year, which can be renewed, and the cumulative validity period is no more than 3 years (4 years before 2007).
Formal registration: Pesticides circulating as official commodities must apply for formal registration. Formal registration is valid for 5 years and can be renewed.
