The pagoda adopts the pavilion style of the Tang and Song Dynasties, with an octagonal layout, thirteen floors, and a height of 153.79 meters. It is the tallest pagoda in China. Zhu Bingren created the inscribed tiles and inscriptions for the Tianning Tower based on the auspicious Ningji. Each floor is respectively designed with the themes of "Heaven", "Ning", "Man" and "Earth" to highlight the historical and cultural connotation of Shengju's tower. The inscription tile is a national invention patent owned by Hangzhou Jinxing Copper Engineering Co., Ltd. Ding Guangxun, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, said: "I am very happy that Changzhou City plans to use the unique bronze sculpture art of Mr. Zhu Bingren, a Chinese bronze sculpture artist, to build the Tianning Pagoda into China's first bronze inscription tile pagoda."
