Those who meet one of the following conditions may apply for a residence permit: (1) Persons with a bachelor's degree or above or a professional and technical title above the intermediate level; (2) Obtaining national patents and being adopted by enterprises in our city; (3) The employer is in urgent need, has special skills in a certain industry (field), and has been certified by relevant departments or industry associations organized by the Municipal Personnel Bureau. Domestic and foreign talents who meet one of the above conditions may apply for a residence permit if they come to Tianjin to work or start a business without changing their household registration and nationality.

Paragraph 1 of Article 9 of the Provisional Regulations on Residence Permit stipulates: To apply for a residence permit, you should submit your ID card, photo, residence address, employment, schooling and other supporting materials to the local police station or the community service agency entrusted by the public security organ.
Article 2 stipulates that the proof of residential address includes the lease contract, property right certificate, purchase contract or accommodation certificate issued by the lessor, the employer and the school; Employment certificates include industrial and commercial business licenses, labor contracts, labor relations certificates issued by employers or other materials that can prove legal and stable employment; Proof of attendance includes student ID card and other materials issued by the school that can prove continuous attendance.
Article 5 stipulates that if the application materials are incomplete, the police station or community service agency entrusted by the public security organ shall inform the applicant of the materials that need to be supplemented at one time.
Article 6 stipulates that the public security organ shall make and issue the residence permit within 15 days from the date of acceptance; In remote areas, inaccessible areas or due to special circumstances, local people's governments at or above the municipal level with districts may extend the time limit for issuing residence permits on schedule, but the extension period shall not exceed 30 days.
