(1) Registration place, tax administration place, production place Legal and unincorporated organizations with business locations in Baoshan District.
(2) Have relatively complete research, development, and testing conditions, strong technological innovation capabilities, and high investment in research and development. It has technical leaders with high technical level and rich practical experience, has a certain scale of technical talent team, and has a strong innovative talent advantage in the same industry. The company's decision-makers attach great importance to the company's technological innovation work. The company's development plans and goals are clear, it has a stable industry-university-research cooperation mechanism, and its technological innovation performance is remarkable.
(3) The credit status of the enterprise is good, and the following situations have not occurred within two years (two years before the application deadline): administrative or criminal punishment due to tax evasion, fraudulent export tax rebates and other tax violations; suspected involvement in Tax violations have been investigated by the tax department; smuggling, etc.
(4) Legal and unincorporated organizations that are in line with Baoshan’s industrial development orientation and have made important contributions to Baoshan’s construction of the main position of Shanghai Science and Technology Innovation Center.
To apply for recognition as an enterprise technology center in this district, the following indicator requirements should be met:
(1) The enterprise’s main business income in the previous year should not be less than 50 million yuan (producer service industry The enterprise has a new investment of not less than 10 million yuan), or the enterprise has made a new investment of more than 5 million yuan and has undertaken key projects in the district, or has been approved as a high-tech enterprise.
(2) The enterprise’s research and experimental development expenditure in the previous year shall not be less than 2 million yuan, and the proportion of the main business income of the previous year shall not be less than 3%, and the total economic scale shall exceed 100 million yuan. The proportion of yuan may not be less than 2%. The original value of the enterprise's technology development instruments and equipment in the previous year was not less than 2 million yuan (for producer service enterprises, the original value was not less than 1 million yuan).
(3) The enterprise has no less than 10 full-time research and experimental development personnel in the previous year.
(4) In the three years before the application year, the enterprise has acquired no less than 3 intellectual property rights (including patents, software copyrights, and integrated circuit layout design exclusive rights) through independent research and development.
(5) For enterprises that have made important contributions to Baoshan’s construction of the main position of Shanghai Science and Technology Innovation Center, relevant indicators can be comprehensively considered after review.
