Depending on the type of transfer, if the ownership of the patent is transferred, the original rights holder will lose ownership after the patent rights are transferred. After acquiring ownership, the transferee can exercise the rights of the owner, including transfer, licensing, etc.
So if you transfer the patent to someone else, you no longer have the patent rights, or you purchase a license or authorization from the patentee.
If you accept patent transfer from others, you have the patent rights and can apply for the project.
