What are the difficulties in the transformation of scientific and technological achievements?

In the 40 years of reform and opening up, we have made unremitting efforts and made continuous progress. Over the past 40 years, China has finally achieved a historic transformation from closure, poverty and backwardness to openness, prosperity and civilization. Our 654.38+0.4 billion China people not only filled their stomachs, but also armed their minds. China's scientific and technological undertakings have advanced by leaps and bounds, and the manufacturing industry has gradually changed from "Made in China" to "Created in China". Nevertheless, we should keep a clear head, knowing that the transfer and conversion rate of China's scientific and technological achievements is still low, that is to say, a considerable number of cutting-edge scientific and technological achievements are still in the stage of "on paper" and cannot be transformed into productive forces.

As we all know, most of the cutting-edge scientific and technological achievements are in the hands of universities and scientific research institutions, while the internal R&D mechanism of enterprises is relatively weak. According to relevant statistics, as of June 20 18, there were nearly 6,000 scientific research institutions outside the enterprise. Although scientific research institutions have strong research and development capabilities, they have weak market awareness and insufficient funds. Jin Zhixin believes that the lack of communication between scientific research institutions and enterprises is the main reason for the low conversion rate of scientific and technological achievements in China.
