Over the past 40 years, China has finally achieved a historic transformation from closure, poverty and backwardness to openness, prosperity and civilization. China's scientific and technological undertakings have advanced by leaps and bounds, and the manufacturing industry has gradually changed from "Made in China" to "Created in China". Nevertheless, we should keep a clear head, knowing that the transfer and conversion rate of China's scientific and technological achievements is still low, that is to say, a considerable number of cutting-edge scientific and technological achievements are still in the stage of "on paper" and cannot be transformed into productive forces.
As we all know, most of the cutting-edge scientific and technological achievements are in the hands of universities and scientific research institutions, while the internal R&D mechanism of enterprises is relatively weak. According to relevant statistics, as of June 20 18, there were nearly 6,000 scientific research institutions outside the enterprise. Although scientific research institutions have strong research and development capabilities, they have weak market awareness and insufficient funds.
