5. Do not have the required academic qualifications, but do have real talent and practical learning, outstanding performance, and meet one of the following conditions , you can apply for an exception:
⑴ The major you studied is inconsistent with the current major, and you have worked in the current professional position for the period of professional title application, and obtained the relevant professional training certificate recognized by the Professional Title Office;
⑵ Obtain a technical secondary school degree and continuously engage in technical work in this major for more than 10 years, and obtain the assistant engineer qualification for more than 5 years; or obtain a technical secondary school degree and continuously engage in professional technical work for more than 15 years;
⑶ Medium Those with a post-secondary degree have been engaged in technical work in this major for more than 15 years cumulatively, and after obtaining the qualification of assistant engineer, have been engaged in this major for more than 5 years;
(4) The main technical person in charge or technical backbone of enterprises and township agricultural institutions, Those who do not have the required academic qualifications must participate in relevant professional training recognized by the Municipal Professional Qualification Office, obtain a certificate of qualification or a college professional certificate in related majors recognized by the national administrative education department, engage in technical work in this profession for more than 15 years, and have been an assistant engineer for more than 5 years.
⑸ Obtain the third prize of municipal scientific and technological progress award (corresponding award) or above.
⑹ Obtain local (township) intermediate level for more than 2 years or local senior level for more than 1 year.
All qualified personnel should fill in the "Interview Defense Form for Promotion to Professional and Technical Titles" according to the exception conditions and participate in the interview.

(2) Performance and results requirements

7. Complete the collection, sorting, compilation and submission of systematic reports on relevant intelligence materials that have a guiding role for the unit.
8. Participated in the domestic and foreign bidding, contracting, construction, and acceptance tasks of a medium-sized complete engineering project.
9. Participated in the entire process of maintenance of complex equipment such as precision, large, rare, and key manufacturing equipment in medium-sized enterprises or the maintenance and repair of important complete sets of equipment to ensure the normal operation of the equipment.
10. As the main technical backbone, promote and apply new technologies, new processes, new products, and new materials to a certain level, and have them approved by the competent authorities.

12. While working in technical positions in this major or serving as an assistant engineer, write papers, technical reports, and professional summaries with a certain academic level in this major. Papers should meet one of the following requirements:

4. Requirements for submitting review materials

5. Computer requirements for professional titles
Computer application ability requirements for those applying for promotion to engineers should meet the qualification requirements issued by the provincial and municipal professional title work leading groups:
