Sc license minimum standard

SC license minimum standards include the following requirements:

* Code disclosure, modification disclosure and derivative works use the same license: it means that both the code and the modified code need to be publicly released in the original form, and any derivative works need to be published under the same license.

* Non-commercial use: The code specified in the license cannot be used for commercial purposes.

* No patent application: The license prohibits patent application for the original code.
