According to the "Baoding Key Laboratory and Engineering Technology Research Center Construction and Management Measures", the basic conditions that should be met when applying for the construction of key laboratories and engineering technology centers:
(1 ) The supporting units of key laboratories and engineering technology centers should be units registered in Baoding City with independent legal person status. The supporting unit can be a single independent scientific research institution or enterprise; it can also be a group composed of multiple scientific research institutions, universities and enterprises. Jointly established key laboratories and engineering technology centers must be accompanied by a joint establishment agreement that clarifies a main supporting unit and the rights and obligations of each supporting unit in the establishment and operation of the laboratory or engineering technology center.
(2) Facing the development of disciplines, focus on researching and solving major issues that are directional, fundamental, and comprehensive for the current and long-term economic development of our city. The research work has clear research directions and main tasks, and the existing disciplines have obvious characteristics and advantages within the city.
(3) The supporting unit has the ability to undertake and complete scientific research tasks. It has a number of high-tech achievements, invention patents or proprietary technologies with independent intellectual property rights, rich background and experience in the transformation of achievements, and has good cooperative relations with universities, scientific research institutions or enterprises. In the past three years, it has been involved in this research and development In terms of direction, it has undertaken national, provincial or municipal science and technology planning projects.
(4) Directors of key laboratories and engineering technology centers should have a high technical status in their fields and have strong organizational management and coordination capabilities. Any key laboratory or engineering technology center established shall have no less than 10 permanent staff.
(5) The scientific research and experimental conditions and infrastructure are well-equipped, can meet the needs of research or development, and are open to the outside world. The original value of scientific research instruments and equipment is not less than 3 million yuan, and the scientific research space is not less than 500 square meters.
(6) The supporting unit has strong economic strength and good reputation, and can provide necessary financial support and logistical support for the construction and operation of key laboratories and engineering technology centers. The supporting unit is an enterprise with annual sales revenue of not less than 25 million yuan and annual R&D accounting for not less than 3% of sales revenue.
(7) Key laboratories or engineering technology centers applied by colleges and universities should have the right to confer key disciplines at or above the provincial level or master's degrees or above; key laboratories or engineering technology centers applied by scientific research institutes, enterprises and other units The engineering technology center should have the conditions to cultivate senior talents and provide technical training.
