First-level qualification standards:
1. The enterprise has undertaken more than 2 of the following 4 items in the past 5 years, with a single contract value of more than 30 million yuan, general contracting of municipal public works construction or The main project is contracted and the quality of the project is qualified.
(1) Urban roads, bridges, tunnels, public square projects;
(2) Urban water supply projects, drainage projects or sewage treatment projects;
(3) Urban gas engineering or thermal engineering;
(4) Urban domestic waste treatment engineering.
2. The enterprise manager has more than 10 years of experience in engineering management or has a senior professional title; the chief engineer has more than 10 years of experience in construction technology management and has a senior professional title in this major; the chief accountant has a senior accounting title ; The chief economist has a senior professional title.
The enterprise shall have no less than 240 engineering, technical and economic management personnel with professional titles, including no less than 150 engineering and technical personnel; among the engineering and technical personnel, there shall be no less than 10 persons with senior professional titles, and There should be no less than 40 personnel with intermediate professional titles.
The enterprise must have no less than 12 first-level qualified project managers.
3. The registered capital of the enterprise is more than 40 million yuan, and the net assets of the enterprise are more than 50 million yuan.
4. The company’s highest annual project settlement income in the past three years was more than 160 million yuan.
5. The enterprise has construction machinery and quality testing equipment suitable for the scope of the contracted project.
Second-level qualification standards:
1. The enterprise has undertaken more than 2 of the following 4 items in the past 5 years, with a single contract value of more than 10 million yuan, general contracting of municipal public works construction or The main project is contracted and the quality of the project is qualified.
(1) Urban roads, bridges, tunnels, public square projects;
(2) Urban water supply projects, drainage projects or sewage treatment projects;
(3) Urban gas engineering or thermal engineering;
(4) Urban domestic waste treatment engineering.
2. The enterprise manager has more than 8 years of experience in engineering management or has an intermediate professional title or above; the technical person in charge has more than 8 years of experience in construction technology management and has a senior professional title in this major; the financial person in charge has Intermediate accounting title or above.
The enterprise shall have no less than 100 engineering, technical and economic management personnel with professional titles, including no less than 60 engineering and technical personnel; among the engineering and technical personnel, there shall be no less than 4 persons with senior professional titles, and There should be no less than 20 personnel with intermediate professional titles.
The enterprise must have no less than 10 project managers with Level 2 qualifications or above.

5. The enterprise has construction machinery and quality testing equipment suitable for the scope of the contracted project.
Level 3 qualification standards:
1. The enterprise has undertaken more than 2 of the following 4 items in the past 5 years, with a single contract value of more than 3 million yuan, general contracting of municipal public works construction or The main project is contracted and the quality of the project is qualified.
(1) Urban roads, bridges, tunnels, public square projects;
(2) Urban water supply projects, drainage projects or sewage treatment projects;
(3) Urban gas engineering or thermal engineering;
(4) Urban domestic waste treatment engineering.
2. The company manager has more than 5 years of experience in engineering management; the technical person in charge has more than 5 years of experience in construction technology management and has an intermediate professional title or above in this major; the financial person in charge has a junior accounting title or above .
The enterprise shall have no less than 50 engineering, technical and economic management personnel with professional titles, including no less than 30 engineering and technical personnel; among the engineering and technical personnel, no less than 8 shall have intermediate or above professional titles.
The enterprise must have no less than 8 project managers with level three qualifications or above.
3. The registered capital of the enterprise is more than 5 million yuan, and the net assets of the enterprise are more than 6 million yuan.
4. The company’s highest annual project settlement income in the past three years is more than 10 million yuan.
5. The enterprise has construction machinery and quality testing equipment suitable for the scope of the contracted project.
Scope of contracted projects:
Special grade enterprise: can undertake the construction of various municipal public projects.
First-level enterprises: can undertake the construction of various municipal public projects with a single contract value not exceeding 5 times the registered capital of the enterprise.
Second-level enterprises: can undertake the construction of the following municipal public projects with a single contract value not exceeding 5 times the registered capital of the enterprise:
1. Urban road projects; single span span 40 meters Bridge projects within 20 square meters; tunnel projects with a cross-section of 20 square meters and below; public square projects;
2. Water supply plants with 100,000 tons/day and below; sewage treatment projects with 50,000 tons/day and below; Water supply and sewage pumping stations of 3 cubic meters/second and below; rainwater pumping stations of 15 cubic meters/second and below; various water supply and drainage pipeline projects;
3. Liquefied gas with a total storage volume of 1,000 cubic meters and below Storage tank farm (station); gas project with a gas supply scale of 150,000 cubic meters per day; gas pipelines and pressure regulating stations with medium pressure and below; thermal engineering with a heating area of ??1.5 million square meters;
4. Each Class municipal solid waste treatment project.
Third-level enterprises: can undertake the construction of the following municipal public projects with a single contract value not exceeding 5 times the registered capital of the enterprise:
1. Urban road projects (excluding expressways) ; Bridge projects with a single span of less than 20 meters; public square projects;
2. Water supply plants of 20,000 tons/day and below; sewage treatment projects of 10,000 tons/day and below; 1 cubic meter / second and below water supply and sewage pumping station; 5 cubic meters / second and below rainwater pumping station; water supply pipeline within 1 meter in diameter; sewage pipeline within 1.5 meter in diameter;
3. Total storage volume 500 cubic meters Liquefied gas storage tank farms (stations) and below; gas supply projects with a gas supply scale of 50,000 cubic meters per day; medium-pressure and low-pressure gas pipelines and pressure regulating stations with a gas supply capacity of 2 kg/cm2 and below; heating area of ??500,000 square meters and below Thermal engineering; thermal pipelines with a diameter of less than 0.2 meters;
4. Domestic waste transfer station.
