In order to mobilize the enthusiasm and creativity of scientific and technological workers, in accordance with the "National Science and Technology Awards Regulations", "China Patent Award Evaluation Methods" and " The relevant provisions of the Sichuan Provincial Science and Technology Award Measures are formulated in conjunction with the actual conditions of Chengdu City. Article 2 (Award Setting)
The municipal government establishes the following Chengdu Science and Technology Awards to reward units and individuals that have made outstanding contributions to promoting the city’s scientific and technological progress and economic and social development:
(1) Chengdu Science and Technology Outstanding Contribution Award (hereinafter referred to as Science and Technology Outstanding Contribution Award);
(2) Chengdu Science and Technology Achievements Transformation Organization Promotion Award (hereinafter referred to as Achievements Transformation Promotion Award);
(3) Chengdu Science and Technology Progress Award (hereinafter referred to as Science and Technology Progress Award);
(4) Chengdu Patent Award (hereinafter referred to as Patent Award).
Science and technology awards will no longer be established by various departments of the municipal government. Article 3 (Reward Principles)
Science and technology awards adhere to the principles of respecting knowledge, respecting talents, and encouraging innovation. Article 4 (Evaluation Principles)
Maintain the authority and seriousness of the Chengdu Science and Technology Award. The review and awarding of Chengdu Science and Technology Awards follow the principles of openness, fairness and impartiality, and are not subject to illegal interference by any organization or individual. Article 5 (Management Agency)
The municipal science and technology administrative department is responsible for the organization of the evaluation of the Chengdu Science and Technology Awards. Article 6 (Assessment Agency)
Establish the Municipal Science and Technology Awards Committee; the candidates for the Municipal Science and Technology Awards Committee shall be proposed by the Municipal Science and Technology Administration Department and submitted to the Municipal Government for approval.
The Municipal Science and Technology Awards Committee hires relevant experts and scholars to form an evaluation committee, which is responsible for the evaluation of Chengdu Science and Technology Awards in accordance with the provisions of these Measures.
The office of the Municipal Science and Technology Awards Committee is located in the Municipal Science and Technology Administration Department. Article 7 (Awards established by social forces)
Encourage social forces to establish science and technology awards for this city. The establishment of science and technology awards for this city by social forces shall comply with the relevant national regulations on the establishment of science and technology awards by social forces. Article 8 (Award Scope)
The Chengdu Science and Technology Award is awarded to the following units or individuals:
(1) Science and Technology Outstanding Contribution Award, awarded to those in the high-tech field and scientific and technological development, etc. Creative and significant research results in this area, making outstanding contributions to promoting the city's scientific and technological progress and economic development, or making outstanding contributions to the transformation of scientific and technological achievements and promoting the industrialization of high-tech achievements, and generating huge economic and social benefits. scientific and technological workers;
(2) Achievement Transformation Promotion Award, awarded to units that have made outstanding contributions in organizing and implementing technology transfer, promoting the creation and invention of core patented technologies, organizing implementation, and promoting the transformation of scientific and technological achievements. ;
(3) Science and Technology Progress Award, awarded to units or individuals that have completed major scientific and technological innovations in scientific and technological research and implemented high-tech achievement transformation, and created significant economic or social benefits through promotion and application;
(4) Patent Award, awarded to entities or individuals whose inventions and utility model patents are highly original, have high technical level, and create significant economic or social benefits after implementation. Article 9 (Award Levels)
The Science and Technology Outstanding Contribution Award and the Achievements Transformation Promotion Award are not divided into levels.
The Science and Technology Progress Award has four levels: special prize, first prize, second prize and third prize.
The patent award has three levels: gold award, silver award and excellence award. Article 10 (Awarding Cycle)
The Science and Technology Outstanding Contribution Award will be selected every two years, and no more than three people will be awarded each time.
The Achievements Transformation Promotion Award will be reviewed every two years, and no more than ten award units will be awarded each time.
The Science and Technology Progress Award is reviewed once a year, and the total number of awarded projects each year does not exceed one hundred.
The Patent Award is reviewed once a year, and the total number of awarded projects each year does not exceed 60.
Article 11 (Recommended Units)
The Chengdu Science and Technology Award is recommended by the following units: (1) District (city) and county government science and technology administrative departments and patent administrative departments ;
(2) Relevant municipal departments;
(3) Other relevant units.
Candidates for the Science and Technology Outstanding Contribution Award can also be jointly recommended by three or more science and technology experts in the same industry. Article 12 (Recommendation materials)
To recommend the Chengdu Science and Technology Award, a recommendation letter in a unified format should be filled in, true and reliable evaluation materials should be provided, and specific recommendations should be made. Article 13 (Evaluation Rules)
The evaluation rules for the Chengdu Science and Technology Award are formulated by the municipal science and technology administrative department. Article 14 (Evaluation and Announcement)
The evaluation committee shall make conclusions on the scientific and technological projects and candidates participating in the evaluation, and make recommendations on the candidates for the awards and the types and levels of awards to the Municipal Science and Technology Awards Committee.
Based on the recommendations of the review committee, the Municipal Science and Technology Awards Committee will make decisions on the candidates for the awards and the types and levels of awards, and will announce them on the government public information network and other media for a period of thirty days. Article 15 (Objection Handling)
The unit or individual raising an objection shall submit written objection materials signed with their real name or stamped with a seal and relevant supporting materials. The Municipal Science and Technology Awards Committee shall handle objections. Projects with objections that have not been processed will not be awarded.
