(3) The company has established an R&D center organizational structure, has a stable R&D team, and has R&D center leaders with outstanding performance. The full-time R&D personnel in the R&D center account for more than 8% of the company's registered employees, with a number of no less than 10 people.
(4) The rules and regulations for the scientific research activities of the R&D center are sound, and the financial accounting is carried out separately or relatively independently. The proportion of the enterprise's research and development expenses in the previous year accounted for more than 3% of the enterprise's total sales revenue.
(5) Be able to ensure the implementation of the funds required for the construction and development of the R&D center, and have experimental and experimental conditions and infrastructure for scientific research and development, achievement transformation and high-tech industrialization. Scientific research sites are relatively concentrated, with an area of ??more than 200 square meters, and total scientific research assets of more than 2 million yuan (more than 400,000 yuan for software and agricultural enterprises).
