Yes, Article 5 of the Patent Examination Guidelines: If the applicant files a patent application in paper form and is accepted, relevant documents should be submitted in paper form in each procedure for the patent application. Unless otherwise specified, the State Intellectual Property Office does not accept relevant documents submitted by applicants in electronic form. If it does not comply with the provisions of this paragraph, it will be deemed not to have been submitted.
