General rule
Article 1 In order to implement the spirit of the National Talent Work Conference, take moral character, knowledge, ability and performance as the main criteria for measuring talents, not just academic qualifications, professional titles, qualifications and identity, create a social environment for everyone to become a talent, and evaluate professional and technical titles for special talents who have made outstanding achievements in the front line of economic construction and social development, these measures are formulated.
Chapter I Scope of Application
Article 2 The scope of special talents who can be evaluated for professional and technical titles: all kinds of talents whose identity, education and qualifications do not meet the requirements of the normal title evaluation scope and conditions, but whose professional and technical level and ability meet the requirements of senior professional and technical titles and have made outstanding contributions to economic construction and social development.
Chapter II Evaluation Conditions
Article 3 A person who meets one of the following conditions may be evaluated and promoted to the deputy senior professional and technical titles:
1, the top two finishers who won the third prize of national natural science, scientific and technological progress, technological invention and scientific and technological popularization or the second prize of the same prize at the provincial (ministerial) level.
2, the completion of more than 2 national scientific research projects or more than 3 provincial (ministerial) level key scientific research project host, the project results by the corresponding professional departments to identify the national advanced level. At the same time, more than 3 academic papers have been published independently in academic journals of this major at home and abroad, among which many papers 1 have been included or reprinted by the international literature retrieval system; Or have published more than two academic works (each with no less than 200,000 words) that have great influence in the industry in a national professional publishing house.
3. As an inventor, he has obtained 3 national invention patents, or has developed and transformed national invention patents 1 item, with an annual output value of 10 million yuan or more.
4. Cultivate or develop new varieties, new products, new processes and new technologies that have unique achievements and master key technologies in this field, and the annual output value after promotion will reach more than 30 million yuan.
5. Popularize new products, varieties and technologies of agriculture, forestry and animal husbandry on the production line with an area of over 50,000 mu or realize large-scale, professional and industrialized operation, and achieve remarkable economic, ecological and social benefits. Under the same conditions, priority will be given to those who have won the second prize of agricultural technology popularization achievements at the provincial and ministerial levels.
Article 4 A person who meets one of the following conditions may be evaluated and promoted to full or senior professional and technical titles:
1, the top two finishers who won the second prize of national natural science, scientific and technological progress, scientific and technological popularization and technological invention or the first prize of the same prize at the provincial (ministerial) level.
2, the completion of more than 3 national scientific research projects or more than 4 provincial (ministerial) level key scientific research project host, the project results by the corresponding professional departments to identify the national advanced level. At the same time, more than 5 academic papers have been published independently in academic journals of this major at home and abroad, and more than 2 of them have been included or reprinted by the international literature retrieval system; Or have published more than three academic works (each with no less than 200,000 words) that have great influence in the industry in national professional publishing houses, and have been recognized by industry experts and social peers.
