According to the provisions of the Administrative Measures for the Accreditation of High-tech Enterprises (No.2016, hereinafter referred to as the Accreditation Measures) and the Guidelines for the Accreditation Management of High-tech Enterprises (No.20195, hereinafter referred to as the Working Guidelines), in order to strengthen the cultivation, relevant matters are hereby notified as follows:
I. Scope of application
1. Enterprises in Rizhao Economic Development Zone may apply for high-level accreditation if they meet the relevant provisions of Article 11 of the Accreditation Measures.

Second, the timing.
After passing the real-name certification, please log on to the "Government Service Platform of the Ministry of Science and Technology" (/) to apply for high-level enterprise certification. Registered enterprises do not need to re-register, but can use the original user name and password to log in to the system for declaration. It will be accepted in three batches this year. The first batch of acceptance deadline is June, 2022 14, the second batch of acceptance deadline is July 25, 2022, and the third batch of acceptance deadline is September 2, 2022. See Annex 2 for specific identification procedures.
Three. Related requirements
1. Further improve the management service level of high certification. The District Economic Development Bureau, jointly with the finance and taxation departments, will intensify the guidance and training on high-level accreditation and the interpretation of relevant policies, respond quickly to the needs of enterprises, carefully guide enterprises to fill in high-level accreditation materials, help enterprises solve problems and respond to the COVID-19 epidemic.
2. The enterprise is responsible for the compliance and authenticity of the application materials. Enterprises should standardize and truthfully fill in the application materials to ensure that the signature and seal are complete, clear and complete, and the online application materials are consistent with the paper application materials. If an enterprise practices fraud, the Provincial High-tech Accreditation Office will cancel its declaration qualification and include it in the record of scientific dishonesty according to the relevant provisions such as the Accreditation Measures and the Measures for the Management of Scientific Integrity of Shandong Science and Technology Plan Projects (Zi [2020]105). For secret-related enterprises, the application materials shall be decrypted in accordance with the relevant confidentiality provisions of the state to ensure the security of secret-related information. Enterprises are not encouraged to entrust any unit, department or individual with compensation to fill in the application materials, and materials submitted by non-reporting units will not be accepted.
3. Implement the commitment to inform high-tech enterprises of relevant certification matters. According to the relevant requirements of the Notice of the Ministry of Science and Technology on Implementing the Informing Commitment System for the Identification of High-tech Enterprises (No.362 [2021] of the State Science and Technology Bureau), starting from this year, the informing commitment system will be implemented for the business license, patent certificate and other enterprise intellectual property certificates in the application materials for the identification of high-tech enterprises. Enterprises can choose whether to apply the notification commitment system. If the notification commitment system is not implemented, the enterprise shall provide the certification materials required for related matters as required.
4. Do a good job in reporting and auditing. Do a good job in the evaluation and recommendation of high-tech enterprises, and guide enterprises to fill in and submit application materials on time in the "high-tech enterprise identification management network". The Municipal Science and Technology Bureau shall review the application materials submitted by enterprises online, and submit them to the provincial high-tech accreditation office through the network in time after the review is correct. The District Economic Development Bureau shall, jointly with the district finance and taxation departments, strengthen the examination of the qualifications of intermediary agencies, verify whether they conform to the relevant provisions of the work guidelines, reasonably arrange the on-site verification of the declared enterprises within their respective jurisdictions, truthfully record the problems found in the verification, fill out the "Verification Opinion Form for the Identification and Declaration of High-tech Enterprises", and keep it for future reference after signing and stamping; On-site inspection found that the application materials are inconsistent, fraudulent or do not meet the application requirements of enterprises are not recommended to declare. At the same time, strengthen communication with emergency management, market supervision, ecological environment and other functional departments at the same level, and issue opinions on whether major safety, major quality accidents or serious environmental violations have occurred within one year before the enterprise applies for recognition.
5. Intermediaries should strictly abide by professional norms and provide certification materials as required. Intermediary agencies shall truthfully issue special reports, and if there are serious mistakes or frauds in their work, the provincial high-tech enterprise identification office will make an announcement on the "high-tech enterprise identification management network" according to the relevant provisions of the work guide, and shall not participate in the work related to high-tech enterprise identification within 3 years from the date of announcement. At the same time, the intermediary agency should choose a major service area and submit the qualification certificate of the intermediary agency to the science and technology department in accordance with Item 12 of the Contents and Requirements of Application Materials for High-tech Enterprises (see Annex 3).
6. Submit materials on time. Collect 1 enterprise paper application materials for review. The contents and requirements of the relevant application materials are shown in Annexes 3 to 7, and shall be submitted through system review before the deadline for acceptance. After the District Economic Development Bureau completes the material review, it will formally issue a recommendation letter, recommendation summary table (see Annex 8), intermediary agency review summary table (see Annex 9) (in quadruplicate), intermediary agency PDF certification materials and electronic version of enterprise certification application materials (in quadruplicate), and send a copy of the recommendation letter and recommendation summary table to the finance and taxation department at the same level, and submit the electronic version of enterprise certification application materials to the District Taxation Bureau.
