Government procurement bidding documents (or bids) are comprehensive documents that propose tasks, conditions, and requirements to contractors and suppliers (bidders). The preparation of bidding documents is the first step in the preparation stage of government procurement bidding, and it is also a prerequisite for the realization of government procurement goals. Since the government procurement system was implemented in Jinhua City, Zhejiang Province in 1997, the author has been responsible for procurement work on the front line and responsible for the implementation of bidding. After continuous exploration and summary in practice, we are now consulting with colleagues on the preparation of standardized bidding documents. The key bidding documents for preparing standardized bidding documents are legal documents that are followed throughout the bidding process, are the basis for bidding and bid evaluation, and are an integral part of the contract. Bidders can only prepare bidding documents based on the requirements of the bidding documents. Whether the tenderer can prepare complete and rigorous bidding documents directly affects the quality of the bidding and is also the key to the success or failure of the bidding. This shows the importance of bidding documents. The author believes that when preparing bidding documents, the tenderer should pay attention to the following aspects: Strict restrictions on bidders; Under the premise of ensuring full competition, try to allow qualified suppliers and contractors to participate in the bidding, so as to avoid bidders Too much will cause unnecessary burdens on all aspects. This work is based on mastering a large amount of information about bidders, and a full-time bidding agency is well-positioned to do this. Detailed provisions are made for the production of bidding documents so that bidders can prepare bidding documents in accordance with unified requirements and formats to achieve the purpose of accurately responding to the requirements of the bidding documents. Act as a good consultant for buyers on technical specifications and requirements so that buyers can obtain purchased products that meet their requirements and are economical and practical. Ensure that the bidding documents are scientific and complete, prevent loopholes, and do not give bidders an opportunity to prepare standardized bidding document templates. There are already templates for the preparation of engineering bidding documents across the country, so I will not go into details here. Goods procurement accounts for a large proportion of the entire government procurement, but there is no unified bidding document format across the country. The author encountered many problems when conducting government procurement of goods. In addition to government procurement centers at all levels, government procurement execution agencies also have other procurement agencies. The main problem is that the tender documents prepared are neither standardized nor uniform, and the skills of the people who prepare the tender documents are also different. We often hear bidders complain that they “cannot understand the tender documents”; sometimes we find that some clauses in the tender documents lack legal basis. In order to solve the above problems, strengthen the management of government procurement, and further standardize government procurement bidding activities, the Procurement Center of Jinhua Municipal Government, where the author works, has formulated the text of bidding documents for goods and issued them to counties, cities, districts and administrative institutions for the purpose. Used by the tenderer when preparing tender documents. Text is divided into general text and special text. The general text contains basic terms applicable to all goods procurement, including: instructions to bidders, general terms of the contract, contract format and attachments. The special text is organized and written by the tenderer according to the characteristics of the specific bidding goods, in which special commercial and technical requirements are reflected in the text. Specific contents include invitation to bid, information sheet for bidders, special terms of the contract, and a list of goods requirements and technical specifications. Benefits of Separating General and Special Texts The practical benefits of dividing goods bidding documents into general and specialized texts are mainly reflected in five aspects: First, the bidding documents are more standardized, unified and open, reflecting the openness of government procurement. , principles of fairness and justice. Second, for the bidder, it not only saves energy, but also focuses the preparation of bidding documents. According to the bidding document template, when the tenderer prepares the bidding document, it is not necessary to focus on the entire bidding document. It only needs to focus on the special text, that is, the special requirements for the bidding goods. Third, for bidders, because the key points are highlighted, the bid rejection rate is reduced, which improves the efficiency of labor. All bidders participating in Jinhua City's government procurement bidding for goods should focus on preparing bids with technical requirements stipulated in special texts (called technical bids) and make substantive responses; scientifically use quotation decisions and techniques to prepare complete and accurate bids. Quotation (called commercial bid). Fourth, it can save time and energy for bid evaluators. The general text is the same for all bidders. Just focus on the technical bids of each bidder, eliminating the trouble of repeatedly reading the bid documents. Fifth, generally speaking, the general-purpose books and the special-purpose books are separated, "divided into two", the key points are highlighted, the procurement cycle is shortened, and the efficiency is improved.
