Implement national standards for Chinese character input on numeric keyboards
Proposal content: Take practical measures to promote the implementation of national standards for numeric keyboard Chinese character input, supervise and guide relevant manufacturers to implement national standards, and promote domestically produced mobile phones Industrialize Chinese character input technology and provide policy support for it from the perspective of supporting independent innovation.

Background: my country has more than 460 million mobile phone users, ranking first in the world, but 90% of users use It's foreign technology. The Guobi input technology independently developed by the Chinese has a character size of 27,484. Pinyin input speed is nearly 40% faster than foreign input methods, stroke input is half faster than foreign input methods, and sound-shape combination input is nearly 70% faster than foreign Pinyin input methods
China is a big country of mobile phones. Statistics show that more than 400 million people in China have used mobile phones. In 2005, my country’s mobile phone production reached 303 million units, accounting for half of the global mobile phone production. Among such a large number of mobile phones, what is surprising is that the Chinese character input technology used by more than 90% of mobile phones in our country is foreign technology and patents, and hundreds of millions of yuan in patent fees are paid every year.
Chinese characters are made in China and used in China. However, the Chinese character input technology that we should have an advantage in is monopolized by foreign companies. Thinking about it, I feel ashamed. There may be some objective reasons, such as our lag in technology research and development, our dependence on foreign countries for core chips, etc., but these cannot be used as a shield for our lagging behind in this technology.
Except for the economic considerations of Chinese character input technology, mobile phone Chinese character input technology is also related to the inheritance of Chinese national culture and the country’s information security. Therefore, it is reasonable for the government to promote and support the development of Chinese character input technology for ethnic enterprises. This time, the Ministry of Information Industry supports the Chinese character input standards of Chinese companies, which also brings hope to the development of domestic Chinese character input technology.
National policy support can only create a good industrial environment for enterprises. As for how to develop Chinese character input technology, it still depends on the enterprises themselves.
Chinese companies have obvious advantages over foreign companies in understanding Chinese character culture. It is definitely not a difficult problem to develop Chinese character input technology that is more suitable for Chinese people. How to standardize our technology and become a standard module that supports Chinese character input on mobile phones will be a big hurdle for Chinese companies.
One of the dilemmas faced is whether domestic mobile phone manufacturers are willing to support it. This will be the key to the success or failure of domestic Chinese character input technology. Because most domestic mobile phone chips rely on foreign imports, and these chip providers also have technical partners in Chinese character input, Chinese character input technology is usually bound to the chip. If we know why Microsoft's player is so unstoppable, by the same token, we can also understand why 90% of Chinese character input technology is monopolized by foreign companies. The over-reliance of domestic mobile phones on foreign chips will prevent them from taking the initiative in negotiating Chinese character input technology, but at the same time, China's huge mobile phone market will greatly weaken this disadvantage. But the key issue still depends on the attitude of mobile phone manufacturers.
How Chinese character input technology changes users’ habits is also a very important issue. Because we have been using advanced Chinese character input technology for many years. Users have developed usage habits. How to gradually break users' habits is not something that the manufacturers themselves say is okay. If you say that no matter how advanced your technology is, it will be more in line with the habits of Chinese users, it is all empty talk. How to make users quickly adapt to your technology and "fall in love at first sight" is more important than technological advancement.
In addition, attention should also be paid to technical issues such as compatibility with foreign chips and standardization of modules. Of course, in addition to problems, we also have considerable advantages. The biggest point is that domestic companies have a deeper understanding of Chinese character application habits than foreign companies. And we know better what kind of input method Chinese people need. This innate advantage will play a large role in the marketization of domestic Chinese character input technology.
Our Chinese character input technology has been tested on domestic mobile phones. And the performance is pretty good. This is a good prelude. With the further improvement of the national "General Requirements for Numeric Keyboard Chinese Character Input Technology" standard and the further strengthening of the state's support for its own technology, the rise of Chinese character input is just around the corner!
