The purchaser must entrust a centralized procurement agency to purchase government procurement projects listed in the centralized procurement catalogue; Government procurement projects that are not included in the centralized procurement catalogue can be purchased by themselves, or they can be entrusted by centralized procurement institutions to purchase on their behalf within the scope of entrustment.

If it is listed in the centralized procurement catalogue and belongs to general government procurement projects, it shall entrust centralized procurement institutions to purchase; Projects that belong to the department and have special requirements in this system shall be subject to centralized procurement by the department; Units with special requirements of the project, approved by the people's governments at or above the provincial level, can purchase.

The purchaser may entrust a procurement agency recognized as qualified by the relevant departments of the State Council or the provincial people's government to handle government procurement matters within the scope of entrustment.
