High-tech enterprises refer to enterprises that continue to conduct research, development and technology transformation in the high-tech fields supported by the state, and form independent intellectual property rights, based on which they generate core competitiveness. High-tech enterprise recognition refers to the national system for identifying and managing high-tech enterprises that meet certain conditions, aiming to encourage and support the innovation and development of high-tech enterprises.
In the identification of high-tech enterprises, scientific and technological personnel refer to personnel who are engaged in research and development, technology transformation, technical services, production management and other high-tech related work, and have corresponding professional backgrounds and professional titles. According to the "Administrative Measures for the Recognition of High-tech Enterprises" (Order No. 32 of the Ministry of Science and Technology, the Ministry of Finance, and the State Administration of Taxation), scientific and technological personnel include the following categories:
- Engineering and technical personnel with a bachelor's degree or above , economic management personnel, legal personnel, etc.;
- Engineering and technical personnel, economic management personnel, legal personnel, etc. with intermediate and above professional and technical titles;
- Patent agents, Persons with professional qualification certificates such as certified public accountants and certified tax agents;
- Persons with scientific research achievement certificates or honorary certificates issued by scientific research institutions or colleges and universities at or above the national or provincial level;
- Personnel who have engaged in scientific research in scientific research institutions or colleges and universities at or above the national or provincial level and have achieved important scientific research results;
- Personnel who have engaged in key scientific research in well-known high-tech enterprises at home and abroad Personnel who have worked in their respective positions and have achieved important innovative results;
-Other scientific and technological personnel with a comparable level recognized by the Ministry of Science and Technology, the Ministry of Finance, and the State Administration of Taxation.
In the identification of high-tech enterprises, the ratio of scientific and technological personnel to the total number of employees in the enterprise is an important indicator, reflecting the enterprise's innovation capabilities and core competitiveness. Generally speaking, the higher the proportion of scientific and technological personnel, it means that the company pays more attention to R&D investment and innovation activities, which is more conducive to improving the company's market position and profitability. Therefore, high-tech enterprises should give full play to the role of scientific and technological personnel, stimulate and cultivate scientific and technological talents, and improve the level of scientific and technological innovation.
