1. China's legal system has basically taken shape? The Tenth National People's Congress (NPC) proposed that the goal of NPC and its Standing Committee's legislative work is to "basically form a socialist legal system with Chinese characteristics" and the legislative focus will be to "improve the quality of legislation". The relevant person in charge of the Law Committee said that basic formation refers to the formulation and revision of realistic and mature laws supporting various legal departments on the basis of initial formation.

3. The Constitution is the commander-in-chief of the socialist legal system with Chinese characteristics. The Constitution is the fundamental law of the country, occupying the commander-in-chief position in the socialist legal system with Chinese characteristics, and is the fundamental guarantee for the country's long-term stability, national unity, economic development and social progress.
