Priority examination of patent applications involved can better meet the needs of innovative subjects in this field. From the point of view of determining the right status as soon as possible and effectively protecting the interests of the obligee, priority should also be given to the application that the applicant or the obligee is ready to implement or has already started to implement, or that there is evidence to prove that others are implementing their inventions and creations. Therefore, the priority examination of patent applications and patent reexamination cases stipulated in the new measures applies to the following six situations:

1. involves energy conservation and environmental protection, new generation information technology, biology, high-end equipment manufacturing, new energy, new materials, new energy vehicles, intelligent manufacturing and other national key development industries;

2. Industries mainly encouraged by the people's governments of provinces and districts;

3. It involves the Internet, big data, cloud computing and other fields, and the technology or product update speed is fast;

4. The applicant for a patent or the applicant for reexamination has made preparations for the implementation or has started the implementation, or there is evidence to prove that others are implementing their invention-creation;

5. A patent application for the same subject was first filed in China and then filed in other countries or regions of China;

6. Other matters of great significance to national interests or public interests that need priority review.
