I. Guidance note
This topic focuses on the national energy strategic demand, the main direction of future energy technology development and the development trend of renewable energy technology, and combines the development status of renewable energy technology in China, focusing on supporting the original innovation and integrated innovation of renewable energy technology, and exploring new technical approaches or solutions. The main research contents include: biomass energy technology, solar energy technology, wind technology, geothermal energy technology and ocean energy technology.
Through the implementation of the special topic, it aims to improve the original innovation and integrated innovation ability in the field of renewable energy technology in China, obtain a number of innovative achievements with independent intellectual property rights, break through a number of core key technologies and integrate systems, and provide technical reserves or research basis for the low-cost and large-scale development and utilization of renewable energy.
In 2006, five research directions were released, including three exploration-oriented categories such as wind power technology, solar energy technology, ocean energy and geothermal energy technology, and two goal-oriented categories such as wind turbine design technology, concentrated solar cells and system integration technology, with 30 projects and 35 million yuan of funding.
This issue is the 2007 annual application guide for this topic. No matter whether it is an exploratory topic or a target topic, it supports 13 research directions, and there are about 55 planned support topics with a planned funding of about 64 million yuan.
In terms of exploratory topics, eight research topics were supported in 2007, including new technologies for preparing liquid fuel from cellulose and lignin, new technologies for preparing biomass fuel, wind turbine technology, wind farm and off-grid wind power generation technology, solar thermal utilization technology, solar photovoltaic power generation technology, geothermal energy technology and ocean energy technology. It is planned to allocate about 35 million yuan from the state. See the description of relevant research direction for the support of the project. The implementation period of the project shall not exceed 3 years.
In terms of goal-oriented projects, five research projects were supported in 2007, including solar photovoltaic-photothermal comprehensive utilization technology, air absorber and system of solar tower power station, control optimization and operation guarantee technology of wind turbine and wind farm, advanced airfoil technology of wind turbine blades, and demonstration system of ocean tidal power generation technology. It is planned to allocate about 29 million yuan from the state. For the strength of project support, please refer to the description of relevant research directions, and the project implementation period shall not exceed 3 years.

(A) exploratory topics
1, a new technology for preparing liquid fuel from cellulose and lignin
Main research contents (the applicant can choose one of the following application topics): (1) New pretreatment technology of cellulose and lignin raw materials before fermentation (physical, chemical or biological methods); (2) Cellulose and ligninase immobilization technology and reactor; (3) Full sugar fermentation technology of cellulose raw materials; (4) Synchronous enzymolysis-ethanol fermentation technology of cellulose raw materials; (5) Fermentation technology of enzymatic hydrolysis of butanol from cellulose raw materials; (6) Improving the activities of cellulase and ligninase and new technology of enzyme preparation; (7) Cellulose raw material hydrolysis oil fermentation technology; (8) New processes and technologies for preparing liquid fuel from other original and innovative cellulose and lignin raw materials.
Description and requirements: This direction focuses on supporting exploratory and innovative new fermentation processes and technologies for producing liquid fuels such as ethanol from cellulose and lignin. The results of the project appear in the form of patents and experimental verification systems, and technologies with independent intellectual property rights need to be formed.
This direction plans to support 8- 10 projects in 2007, and the support intensity of each project does not exceed 700,000 yuan.
2. New technology of biomass fuel preparation
Main research contents (the applicant can choose one of the following application topics): (1) biomass pyrolysis and liquefaction technology; (2) The technology of preparing liquid fuel by delayed coking of biomass; (3) New catalysts and technologies for preparing biodiesel; (4) Technologies and processes to improve the quality of biodiesel; (5) New technologies for preparation and purification of biomass synthesis gas and liquid fuel synthesis; (6) Other original innovative new ways, new processes or new devices for biomass energy utilization.
Description and requirements: This direction focuses on supporting exploratory and innovative new ways, new processes and new technologies for the preparation of biomass fuel oil. The project results appear in the form of patents, prototypes or verification systems, and technologies with independent intellectual property rights need to be formed.
This direction plans to support 7-8 projects in 2007, and the support intensity of each project does not exceed 800,000 yuan.
3. Wind turbine technology
Main research contents (the applicant can choose one of the following application topics): (1) Design and manufacturing technology of key components of new wind turbine; (2) Lubrication technology of wind turbines under extreme meteorological conditions in China; (3) Low voltage ride-through technology of wind turbine; (4) Testing technology of wind turbines and key components; (5) Other original new methods and technologies for wind energy utilization.
Description and requirements: This direction focuses on supporting exploratory and innovative new wind power generation modes, technologies and products. The results of the project appear in the form of patents, prototypes and samples or verification systems, and technologies with independent intellectual property rights need to be formed.
This direction plans to support 5-7 projects in 2007, and the support intensity of each project does not exceed 6,543,800 yuan.
4. Wind farm and off-grid wind power generation technology
Main research contents (the applicant can choose one of the following application topics): (1) Wind farm power forecasting technology; (2) Integrated software technology for wind energy resource evaluation; (3) Micro-site selection technology of wind farm; (4) New technology of wind farm in complex terrain; (5) New technology of offshore wind farm (6) Off-grid wind power generation and energy storage technology.

5, solar thermal utilization technology
Main research contents (the applicant can choose one of the following application topics): (1) solar energy utilization technology related to the thermal environment of buildings; (2) Solar medium and high temperature heat storage technology; (3) Vacuum tube technology of trough solar concentrator; (4) Efficient solar air heat collection technology; (5) New solar heat pump technology; (6) Preliminary exploration of key technologies of Stirling engine based on solar thermal power generation; (7) Other original new ways and technologies for solar thermal utilization.
Description and requirements: This direction focuses on supporting exploratory and innovative new technologies, new processes and new devices for solar heat utilization with high efficiency and low cost. The project results appear in the form of patents, prototypes or verification systems, and technologies with independent intellectual property rights need to be formed.
This direction plans to support 6-8 projects in 2007, and the support intensity of each project does not exceed 700,000 yuan.
6. Solar photovoltaic power generation technology
Main research contents (the applicant can choose one of the following application topics): (1) New thin-film solar cell system and its application technology; (2) Matching technology between photovoltaic power generation system and power grid; (3) New photovoltaic cell technology with high efficiency and low cost; (4) Preparation and measurement technology of new photovoltaic standard cells; (5) Other original solar photovoltaic technologies.
Description and requirements: This direction focuses on supporting exploratory and innovative new technologies and processes for the preparation of low-cost solar photovoltaic cells and new technologies for photovoltaic systems. The results of the project are patents, prototype batteries or verification systems, which need to form technologies with independent intellectual property rights.

7. Geothermal energy technology
Main research contents (you can choose one of the following application topics): (1) geothermal underground heat exchanger heating technology; (2) Anti-corrosion and anti-scaling technology of geothermal water; (3) New technologies for medium and low temperature geothermal power generation and comprehensive utilization; (4) Other original new ways and technologies for geothermal energy utilization.
Description and requirements: This direction focuses on supporting exploratory and innovative new technologies and new ways of geothermal energy utilization. The results appear in the form of patents and verification systems, and it is necessary to form technologies with independent intellectual property rights.
This direction plans to support 4-5 projects in 2007, and the support intensity of each project is 800,000 yuan.
8. Marine energy technology
Main research contents (you can choose one of the following application topics): (1) ocean thermoelectric power generation technology; (2) New technology of ocean tidal power generation.
Description and requirements: This direction focuses on supporting exploratory and innovative new technologies and devices for marine energy power generation. Achievements appear in the form of patents, prototypes or verification systems, and technologies with independent intellectual property rights need to be formed.
This direction plans to support two projects in 2007, and the support intensity of each project does not exceed 6,543,800 yuan.
(B) Goal-oriented theme
1, solar photoelectric-photothermal comprehensive utilization technology
Research objectives: to master the key technologies of high-efficiency and low-cost photoelectric photothermal composite system, improve the comprehensive utilization efficiency of solar energy and build an experimental power station system.
Main research contents: Key technologies in concentrating photovoltaic cell-spectral frequency division-thermoelectric generation-hot water system, lamination technology of common photovoltaic cell and high-efficiency solar heat collecting substrate, high-efficiency heat transfer technology and its composite application system.
Main indicators: the efficiency of composite power generation system reaches more than 20%; The contribution rate of photothermal temperature difference power generation system is 5%; The comprehensive efficiency of solar photovoltaic-hot water module is more than 55%; The comprehensive efficiency of photovoltaic-air heat collection module is more than 45%; A 5- 10 kW experimental power station system is established.
Description and requirements: The project applicant is required to have preliminary research foundation, R&D technical strength and matching funds, and to jointly declare with the enterprise. The results of this project are patents, experimental power station systems, system reliability and technical and economic evaluation reports.
This direction plans to support the 1 project in 2007, and the project support intensity does not exceed 3 million yuan.
2. Solar tower power station air heat absorber and system
Research purposes: To develop the air absorber of solar tower power station and master the design method of the unit and the whole system of the solar air absorber. Develop practical high-temperature air heat absorber and air conveying system.
Main research contents: complex heat transfer process and structural stress relief technology of air absorber under discontinuous, non-uniform and high heat flux boundary conditions, testing and evaluation technology of quality, safety and thermal performance of air absorber, system structure, operation and control technology and operation specification of air absorber.
Main indicators: when the air absorber works normally, the outlet air temperature can reach 800℃- 1000℃, the temperature that the absorber surface material and absorber structure can withstand for a long time >: 1200℃, the peak output thermal power >: 1MW, and the peak thermal efficiency >; 80% (subject to the area of lighting port); Establish a complete air heat absorber system including air heat absorber, fan, valve, pipeline and monitoring equipment, and formulate operation specifications.

This direction plans to support the 1 project in 2007, and the project support intensity does not exceed 4 million yuan.
3. Intelligent control technology of large-scale wind turbines and optimal operation guarantee technology of wind farms.
Research objectives: To study the operation characteristics and optimized operation rules of typical variable-speed and variable-pitch wind turbines, develop a new generation of intelligent control system with early warning function, fault diagnosis and load optimization control technology, and improve the service life and operation safety and reliability of large-scale wind turbines in China. Develop advanced centralized remote monitoring technology for wind turbines, master online monitoring, early warning and fault diagnosis technology for wind farm equipment, and improve the operation quality of wind farms in China.
The main research contents: the mathematical model, simulation and detection technology of typical variable speed and variable pitch wind turbine, the operation characteristics of wind turbine under random dynamic load (fatigue load and extreme load) and the optimal operation law in the whole wind speed range; Coupling relationship between main components and control links of wind turbine: on-line monitoring technology of important parameters of key components of wind turbine, early warning and fault diagnosis technology based on expert system, load optimization control technology of wind turbine, and a new generation of intelligent control system with high efficiency, high safety and high reliability. Centralized and remote on-line monitoring, fault diagnosis, accident early warning and safety control technology for wind turbine and wind farm equipment; Wireless data and image transmission technology against strong electromagnetic interference; Data fusion technology of wind farm sensor network: develop and complete advanced centralized remote monitoring system for wind power generation.
Main indicators: Two sets of intelligent control systems with on-line monitoring, fault diagnosis and early warning, and load optimization control functions have been completed for typical variable-speed variable-pitch wind turbines (doubly-fed, direct-driven and semi-direct-driven), and two sets of centralized remote monitoring systems for wind farms have been completed. Actual wind turbines and wind farms have been tested for more than 3,000 hours, and the structural fatigue load is reduced by 5%, and the annual power generation is increased by more than 2%.

4. Advanced airfoil technology for wind turbine blades.
Research objectives: To form the wind turbine wing family technology with independent intellectual property rights, and to establish the design database and design method of wind turbine blades. Practical wind turbine blades designed and manufactured using newly developed airfoils have been developed.
Main research contents: calculation, design and test method of wind turbine blade airfoil, numerical simulation and physical simulation test of aerodynamic characteristics of wind turbine airfoil, and application of wind turbine airfoil family technology in wind turbine blade design.
Main indicators: Each applicant shall provide more than 2 wind turbine airfoil families with independent intellectual property rights, each airfoil family has 5 airfoils with different relative thicknesses, and provide aerodynamic shape geometric parameters and aerodynamic characteristics data and database of each airfoil family; At least 1 wind airfoil has been applied to the blade design of wind turbines and has been successfully applied to actual wind turbines.

5, ocean tidal current power generation technology demonstration system
Research objectives: Through international cooperation and independent development, a tidal power generation technology demonstration and demonstration verification system that can be automatically operated at sea for a long time is developed.
Main research contents: energy efficiency conversion technology adapted to the bidirectional motion characteristics of tidal current, safety and protection technology of tidal current generator set in harsh marine environment; Operation, detection and maintenance technology of tidal power generation system, stable transformation and grid connection technology of electric energy, design and manufacturing technology of supporting structure, impeller and its key components of tidal power station, measurement and analysis of marine environment based on tidal power station construction, installation of tidal power station system, analysis and research of offshore construction technology and technology, offshore operation and system performance of tidal power station, and demonstration system of tidal power generation technology.
Main technical indicators: Offshore tidal current generator set and demonstration system 1 set have been developed. The installed capacity of the power station system is greater than 120kW, the marine environment is less than 10 wind, the adaptive tidal range is 3.5m, the self-starting flow rate of the generator set is less than 1.2m/s under the condition of bidirectional tidal current, and the system is fully automatic, with the designed operation life of more than 5 years and the annual operation time of more than 300 days.
