Some suggestions on how to further improve the transformation rate of scientific and technological achievements in colleges and universities are given.

1. Strengthen government functions and strengthen policy guidance. Because China's science and technology system has a big drawback, that is, universities and scientific research institutions are independent of enterprises, and science and technology and economy have been separated for a long time, so there are bound to be a lot of problems to be transformed. Therefore, the government should play a good guiding role in the process of transformation and promotion of scientific and technological achievements, and governments at all levels should strengthen the function construction, introduce relevant guiding policies, actively guide and support universities and enterprises to establish relevant scientific research institutions and R&D platforms, and undertake the heavy responsibility of transformation of scientific and technological achievements as soon as possible to promote the transformation of scientific and technological achievements. 4. Establish intermediary agencies to promote the transformation of science and technology. Especially in the construction of innovative national system, we should focus on strengthening the construction of socialized and networked science and technology intermediary service system, train a large number of high-quality technology brokers who know business, are good at management and know how to manage, let them intervene in all stages of the whole process of technology marketization, communicate with the demand side of technology, solve the breakthrough point of technology and economy, make technology really enter the market, promote the process of technology marketization, and give full play to the role of technology brokers in the technology market. At present, Beijing, Shanghai, Jiangsu and other provinces and cities are relatively mature in technology transfer and achievement transformation, and have begun to innovate the construction of post stations and the training of technical brokers, established corresponding organizations and formed a team of technical brokers. However, the identification and qualification of technical brokers have not been fully carried out, so it is necessary to formulate corresponding policies as soon as possible, improve the technical service system and stabilize the team of technical brokers, which is conducive to the construction of scientific and technological intermediaries and teams and promote the transformation of scientific and technological achievements. It is hoped that the science and technology departments, local science and technology commissions and achievement promotion institutions will actively accelerate technology transfer, promote the rapid transformation of scientific and technological achievements, strive to realize that science and technology are the development requirements of the primary productive forces, and give full play to the due role of science and technology in serving the national economic construction and social development through institutions and forms such as scientific and technological achievements exhibition and scientific and technological exposition, technological achievements fair, school-enterprise technology docking activities, university science parks, pioneering parks, incubators, productivity promotion centers and technology transfer centers.
