Can standards be used for free?

Technical standards often contain intellectual property rights and cannot be used for free. Other standards that do not contain intellectual property rights are free to use. Some even have to be used, which is the so-called mandatory standard. Of course, it is not a mandatory standard, so it is free to use.

Standard is an industrial and economic order, and it is often a technical solution for industrial existence. Standards can promote industrial development, division of labor and trade internally, and mean technical barriers and industrial barriers externally. Standards mean the tools for the distribution of interests in vertical chain industries and the reduction of the product differentiation ability of horizontal competitors. Standards include intellectual property rights, which are the integration of public interests and private interests. Technology patenting-patent standardization-standard licensing is the basic mode of standard operation. Standards are the source of core competitiveness of new enterprises and countries. The profit distribution of standards involves the owners, managers and users of standards, and involves the interests of enterprises, industries and countries. With the advent of the standard era, developed countries have developed from technology strategy to standard strategy, and from technology development to intellectual property rights. There are still major defects in China's standard policy, which hinder China's standardization and industrial development.
