Apply for a patent again with someone else's patent

This is an infringement. If you apply for a patent, it is a combined patent. You can apply for it, but you may not necessarily authorize it. Even if you apply for a patent for new equipment, the products you manufacture still infringe the first two patents. Just because you applied for a patent doesn't mean that you don't infringe others' patents. These are two independent behaviors.
