(two) cases of litigation against specific administrative acts of various departments in the State Council or the people's courts of provinces, autonomous regions and municipalities directly under the central government. In this kind of case, the administrative organ, as one of the parties, has a high level, and the specific administrative act it has made is professional, policy-oriented and influential, which is not suitable for the jurisdiction of the grassroots people's court.
(3) Major and complicated administrative cases in this region. The "major and complicated administrative cases within its jurisdiction" here mainly refers to: administrative cases reconsidered by relevant departments of the State Council or provincial people's governments; Administrative cases such as * * * litigation and group litigation with great social impact; Administrative cases involving foreign affairs, Hong Kong, Taiwan and Australia that have significant social impact; The defendant is an administrative case of the people's government at or above the county level or the working department of the local (city) or provincial people's government; Other major and complicated administrative cases.

Article 17 The basic people's courts shall have jurisdiction over civil cases of first instance, except as otherwise provided by this Law.
Article 18 The Intermediate People's Court shall have jurisdiction over the following civil cases of first instance:
(1) Major foreign-related cases;
(two) cases that have a significant impact in the region;
(3) Cases determined by the Supreme People's Court to be under the jurisdiction of the Intermediate People's Court.
Article 19 Jurisdiction of the High Court
The Higher People's Court shall have jurisdiction over civil cases of first instance with great influence in its jurisdiction.
Twentieth the Supreme People's Court has jurisdiction over the following civil cases of first instance:
(1) Cases with great influence in the whole country;
(2) Cases that should be tried by the court.
Article 21 A civil action brought against a citizen shall be under the jurisdiction of the people's court of the defendant's domicile; If the defendant's domicile is inconsistent with his habitual residence, it shall be under the jurisdiction of the people's court of habitual residence. A civil lawsuit brought against a legal person or other organization shall be under the jurisdiction of the people's court where the defendant is domiciled. Where the domiciles and habitual residences of several defendants in the same lawsuit are under the jurisdiction of two or more people's courts, they shall be under the jurisdiction of each people's court.
