2. "Implementation Measures for the Recognition of Introduced Innovative and Entrepreneurial Talents in Wuhu City (Trial)" (Wu Renfa [2009] No. 18).
(2) Scope and objects of recognition
The scope and objects of recognition refer to the following six categories of talents introduced to enterprises and institutions in our city from outside the city:
1. Academician of the Chinese Academy of Sciences, academician of the Chinese Academy of Engineering;
2. Chief scientist of national key disciplines, key laboratories, engineering research (technology) centers, and engineering laboratories, and the main recipient of the National Science and Technology Award, Young and middle-aged experts who have made outstanding contributions to the country, experts who enjoy special allowances from the State Council and other national-level experts and scholars;
3. Young and middle-aged experts who have made outstanding contributions at the provincial (ministerial) level, experts who enjoy special allowances from the provincial government , provincial academic and technical leaders and other provincial (ministerial) experts and scholars;
4. Talents who have obtained doctoral degree, degree or senior professional and technical qualifications;
5. Overseas talents recognized by the Ministry of Education who have obtained a master's degree or above abroad, or a professional technical qualification equivalent to associate senior or above;
6. Possess independent intellectual property rights, especially major invention patents, and can form Talents who come to our city to innovate and start businesses in industries with good development prospects.
Age requirements for introduced talents: Category 1 and 2 talents are not restricted; Category 3 and 4 talents are generally required to be under 55 years old; Category 5 and 6 talents are generally required to be under 50 years old.
(3) Recognition procedures
The qualification recognition method will be adopted for Category 1, 2, 3, and 4 talents and Category 5 talents who have obtained a master’s degree or above overseas. Direct identification; for Category 6 talents and Category 5 overseas talents who have worked abroad and obtained professional technical qualifications equivalent to associate senior or above, a review and assessment method will be adopted. The Municipal Human Resources and Social Security Bureau will take the lead and organize the Municipal Talent Office, Science and Technology Office according to the talent situation. , Education, Development and Reform Commission, Economic and Information Technology Commission and other functional departments and a review team composed of experts from relevant disciplines and industries to conduct review and evaluation.
(4) Service procedures
Apply by the employer → Preliminary review by the District Human Resources and Social Security Bureau (direct application by the municipal employer) → Conduct by the Municipal Human Resources and Social Security Bureau (Foreign Experts Bureau) Approval and identification or organization review and assessment→Apply to the municipal or district human resources and social security bureau for settlement allowance and living allowance according to the municipal fiscal and taxation system affiliation.
(5) Application materials
1. Materials required for identification of innovative and entrepreneurial talents
(1) Employer application report (Attachment: Application for introduction of identification Summary table of the basic situation of talents, in triplicate);
(2) Originals and copies of the ID cards (passports), academic qualifications, degree certificates and corresponding professional skills, qualification certificates and other materials of the introduced talents;
(3) A service contract of more than 5 years signed between the applicant unit and the introduced talents;
(4) Proof of custody of the personnel files of the introduced talents;
( 5) Fill in the "Wuhu City Recognition and Approval Form for Introducing Innovative and Entrepreneurial Talents" (5 copies);
For introduced talents who are reviewed and assessed, relevant certification materials for the introduction of innovative and entrepreneurial talents (such as the start-up company's Duplicates and photocopies of business licenses, intellectual property shareholding contracts or patent and industrialization cooperation agreements, letters of appointment or agreements for corporate R&D and other major projects, proof of employment of the talent in the original work unit and relevant award certificates), etc.
Processing time limit: If the materials are complete, the district Human Resources and Social Security Bureau will complete the preliminary review within 3 working days; the Municipal Human Resources and Social Security Bureau will handle the certification and approval procedures within 5 working days after acceptance; if review and assessment are required, the application will be processed after acceptance The review will be organized within the next 30 working days.
2. Materials required to apply for settling-in allowance subsidy
(1) Employer application report;
(2) Copy and copy of the applicant’s business license ;
(3) Approval materials for the introduction of talents;
(4) The applicant unit opens a bank account;
(5) Fill in the "Wuhu City Introduction of Innovation and Entrepreneurship" Talent Settlement Subsidy Application and Approval Form" (in 5 copies).
Appropriation method: According to the ratio of 2:3:5, it will be declared and allocated to the unit account in three years.
Processing time limit: Applications will be accepted centrally in September and October every year. After unified review and approval, funds will be allocated in time.
3. Materials required to apply for living allowance
(1) Employer application report (attached: summary table of persons applying for living allowance, in triplicate);
(2) Approval materials for the introduction of talents;
(3) Copies of the monthly salary schedule issued by the applicant unit to the introduction of talents;
(4) The bank of the individual introduction of talents Card (account) number;
(5) Fill in the "Wuhu City Living Subsidy Application and Approval Form for Introducing Innovative and Entrepreneurial Talents" (in 5 copies).
Method of disbursement: The unit declares it uniformly and disburses it directly to the personal bank card.
Processing time limit: Applications will be accepted in September and October every year. After review, funds will be allocated in time.
