Not necessarily.

The reexamination decision of the Patent Reexamination Board is only made against the rejection decision of the Patent Office. If the reexamination decision is to revoke the rejection decision, the Patent Office needs to make a reexamination decision on the application again.

The patent office cannot reject the patent application for the same reason, but it may still reject it for other reasons. Of course, authorization is more likely.
