In order to fully implement the "Implementation Opinions of the Central Committee of the Communist Party of China on Carrying out in-depth Study and Practice of Scientific Outlook on Development Activities", according to the requirements of the "Implementation Plan for in-depth Study and Practice of Scientific Outlook on Development Activities of xx Association for Science and Technology", under the leadership of Party Secretary, Executive Vice Chairman Long Wenxiang and Vice Chairman Huang Min, xx Association for Science and Technology went to the grassroots level separately and made a special topic on the development of rural professional and technical associations (hereinafter referred to as agricultural technology associations) in the whole city through questionnaires, field visits and interviews. The investigation is hereby notified as follows:
First, the development status of agricultural technology association in our city
Xx is a big agricultural city, which governs seven counties, one city and three districts, with a total population of 665,438+10,000, with a large proportion of agricultural population. In recent years, with the attention and support of Party committees and governments at all levels, science associations at all levels have shifted the focus of rural popular science work, focused on the construction of agricultural technology associations, and regarded promoting the development of agricultural technology associations as an important starting point for implementing farmers' scientific quality actions and deepening rural popular science work. Through the construction of agricultural technology association, a popular science carrier, and the establishment of a dynamic mechanism for the masses to participate in popular science, some achievements have been made in serving the construction of new socialist countryside, adjusting the agricultural industrial structure, developing rural economy and increasing farmers' income. Agricultural Technology Association, a rural professional technical cooperation organization spontaneously organized by farmers, is being recognized and welcomed by more and more farmers and has become a major force in rural science popularization in our city. After years of hard work, our city has 2 advanced units (agricultural technology associations) to "popularize science and benefit farmers and revitalize the countryside", 4 provincial demonstration agricultural technology associations, 1 provincial excellent agricultural technology association 1 and 1 municipal demonstration agricultural technology association 15.
The development of agricultural technology association in our city has a history of nearly 20 years, and it has gone through several stages: germination, development, consolidation, perfection and redevelopment. In recent years, with the continuous development of rural economic situation, farmers' demand for industrial structure adjustment and agricultural production technology has been increasing. With the attention and support of science and technology associations at all levels, the rural professional and technical associations in our city have developed rapidly. Up to now, there are 478 agricultural technology associations in the city, with more than 654.38+0.2 million members, covering seven counties, one city and three districts of the city, involving the cultivation of melons, fruits, agriculture, forests, tea, mulberry, vegetables, edible fungi and Chinese herbal medicines. ) and breeding (chicken, duck, pig, eel, crab, fish, etc. ). Among them, there are county-level agricultural technology associations 169, township-level agricultural technology associations 155, village-level agricultural technology associations 154, inter-provincial agricultural technology associations 10. 89. 1% of the agricultural technology associations in our city have been approved by relevant departments at all levels, including 139 by the Association for Science and Technology,14 by the Agriculture and Forestry Department and 173 by other departments. Among these agricultural technology associations, there are 273 registered by civil affairs departments and 93 registered by industrial and commercial departments; 180 led by farmers, 94 led by leading enterprises, and170 led by association for science and technology and agriculture-related departments; There are 49 joint-stock companies, 86 cooperative companies, 1 15 companies+associations, 103 branches+associations and scientific research units+associations, and 98 professional households. In 20xx, the per capita net income of the members of the city's agricultural technology association was 7 109 yuan, which was twice the per capita net income of farmers in the city of 3,502 yuan. After years of development, a considerable number of agricultural technology associations have begun to develop from low-level cooperation forms that only provide technical services and sales channels to high-level composite entities that focus on the integrated management of a leading agricultural product development; At first, the members were only farmers in their own villages, but it developed into a large-scale agricultural technology association that broke geographical boundaries and spread its members across provinces, cities and counties to surrounding towns and villages. The production scale of more than 80 agricultural technology associations exceeds 1000 million yuan, and the production scale of 19 agricultural technology associations exceeds 1 000 million yuan, among which the annual sales income of Tongcheng Daguan Egg Duck Association reaches more than 300 million yuan. These agricultural technology associations have gradually embarked on the track of scale, industrialization and comprehensive development, and become the pillar industries of regional economic development, which have played a good role in demonstrating and driving the improvement of farmers' scientific and technological quality and the development of rural economy.
Two, the role of agricultural technology association in promoting the development of rural economy in our city
The work of agricultural technology association is an important part of rural science popularization. The Agricultural Technology Association takes farmers as the main body, professional households, leading enterprises and local talents with the ability to get rich as the core, aims at improving farmers' scientific quality and relies on industry. It plays an important role in promoting rural economic development, promoting the adjustment of agricultural industrial structure, popularizing advanced and practical technologies in rural areas and promoting farmers to become rich through science and technology. In recent years, science and technology associations at all levels have closely focused on the overall work of the Party committee and government, adhered to the Scientific Outlook on Development, identified the breakthrough point for promoting rural economic construction, actively guided and developed agricultural technology associations, and fully played the important role of agricultural technology associations in the construction of new countryside.
1, Agricultural Technology Association has become the main force of agricultural technology popularization in our city. Taking advantage of the kinship and geographical relationship with farmers, as well as the characteristics of direct technology dissemination and smooth information channels, the Agricultural Technology Association directly and effectively taught farmers new agricultural technologies, new products and new materials, which accelerated the pace of popularization of agricultural technologies and new achievements. By the end of 20xx, the city's Agricultural Technology Association had promoted more than 600 new agricultural varieties 1 100, more than 200 new technologies and materials, including more than 50 self-developed 150, and established nearly 900 demonstration bases. The eel cage culture association in Wangjiang county of our city takes the breeding base as a demonstration, and through holding training courses all the year round, opening a technical service hotline as a carrier, providing free technical services, in-depth guidance on the breeding site and helping sales as a means, it vigorously popularizes cage culture technology. At present, the association has 1 136 members, which are distributed in 10 townships and surrounding counties and cities throughout the county. The scale of eel cage culture in the county has reached130,000, and the output of adult fish has reached more than 4 million kilograms, with an output value of about1500 million yuan. Become the first brand of characteristic aquaculture in our city and cage culture in Anhui Province. Susong county River Crab Association actively expands its team. The number of members has grown from 82 at the beginning of its establishment to 2 168, including 22 unit members. At present, the association's "Wanjiang" hairy crabs have been sold to large and medium-sized cities such as Beijing, Shanghai, Nanjing, Wuhan and Changzhou, and have entered the international market.
2. Agricultural Technology Association has become an important way for farmers to get rich through science and technology. Guiding and helping farmers to get rich by relying on science and technology is an important part of the work of the Agricultural Technology Association. Associations at all levels attach great importance to cultivating and developing agricultural technology associations among rural specialized households, scientific and technological demonstration households and scientific and technological talents. By popularizing agricultural production technologies suitable for local conditions, they have achieved certain results in helping farmers get rich and get rid of poverty by relying on science and technology. The city's Agricultural Technology Association has driven more than 270,000 farmers, cultivated 23,000 science and technology demonstration households, conducted nearly 4,000 technical trainings, and trained more than 460,000 people, making active efforts to drive local farmers to become rich. Qianshan county is a poverty-stricken county, and sericulture production is an important way for farmers in mountainous areas to get rid of poverty and increase income. Since its establishment, Qian Shan Sericulture Technology Association has been insisting on serving sericulture farmers in poor mountainous areas. By hiring experts and technicians to carry out technical training, we will provide one-on-one assistance to poor farmers' families and provide services for silkworm farmers to supply seeds, seedlings and silkworm materials. At the same time, actively explore the mode of "company+association+farmer" to carry out sericulture industrialization management, and strive to achieve the goal of "member-driven, sericulture development and sericulture farmers' income increase" in line with the management principle of "science and technology-oriented, quality-oriented and service-oriented". At present, the county has established 40 sericulture demonstration bases, cultivated more than 650 demonstration households, and promoted 4,800 sericulture farmers in the county, which has made positive contributions to revitalizing the sericulture industry in Qianshan County and promoting farmers in mountainous areas to get rid of poverty and become rich.
3. Agricultural Technology Association has become an important pillar of rural economic development. Tongcheng Daguan Egg-Duck Association, as an advanced unit of "Popularizing Science, Benefiting Farmers and Revitalizing Rural Areas" jointly commended by China Association for Science and Technology and Ministry of Finance in 2008, has achieved remarkable results in increasing farmers' income and promoting local economic development. While providing quality services for the laying duck industry, the Agricultural Technology Association vigorously promotes the construction of breeding bases, improves unit breeding benefits and reduces costs. In order to make the association bigger and stronger, they joined forces with the Provincial Academy of Agricultural Sciences, Anhui Agricultural University and the Municipal Animal Husbandry and Veterinary Bureau to adopt the development model of "market+enterprises+farmers+scientific research institutes+agricultural technical service organizations", which led to dozens of towns in Shucheng, Lujiang, Zongyang and other local and surrounding counties and formed a large-scale rural regional economy in our province. In addition to domestic sales, some products have also entered Southeast Asian countries. In 2007, the annual sales revenue was 370 million yuan, and the profit and tax was 20 million yuan. The "Daguan Egg Market" was established, with its own office building, sales market, training school and website. It has achieved the goal of "building an organization, developing an industry, strengthening a place and enriching a place", and its scale has certain influence in the whole province and even the whole country.
Three, the main problems existing in the development of agricultural technology association in our city
Although the Agricultural Technology Association is located in seven counties, one city and three districts of our city, involving many industries, the development of various places is still uneven and the coverage is still limited, and the Agricultural Technology Association is still in the primary development stage. The main problems are as follows.
1, the understanding of agricultural technology association needs to be further improved.
Under the new situation, the important role of agricultural technology association has not been fully recognized. In some places, the nature, status and potential of agricultural technology association are not fully understood, and the preferential policies of the state, provinces and cities to support the development of agricultural technology association are not implemented in place. The construction of agricultural technology association is not regarded as the overall situation of rural economic and social development, and there is a lack of research and macro guidance in policies, regulations and organizational construction.
2, the lack of necessary technical support, the demonstration is not wide.
Because most agricultural technology associations take all kinds of "soil experts" as the core, high-level professional and technical personnel are relatively scarce. The foundation of establishing cooperative relations with universities, scientific research institutes, agricultural extension departments and various professional societies is still relatively weak, and no fixed cooperative relationship has been formed, resulting in the rapid dissemination and promotion of some new technologies and achievements.
3. Lack of financial support and insufficient development potential.
Lack of activity funds is a common problem in agricultural technology associations at all levels. Many associations are unable to carry out activities, develop new industries and expand their scale because of lack of funds. About 80% of the main products of most agricultural technology associations are concentrated in planting and aquaculture, so there is little room for profit and development, it is difficult to establish a strong economic entity, and there is little room for sustainable development.
4. The internal management level and service quality need to be further improved.
The internal management system, organization and self-discipline mechanism of some agricultural technology associations in our city are not perfect. There is no virtuous circle mechanism between the association and its members, and its ability to resist natural risks, market risks and policy risks is weak. Even if there are entity associations, the organization is still loose and the cohesion is not strong. Some industries have not yet established associations, a few township agricultural technology associations are still blank, and the overall operation and industrial development are still at a low level of development. Some societies are not registered as societies, have no legal personality, and have low social credibility and influence. Once you encounter economic disputes, you are often helpless, resulting in low service quality.
Four, the future development of agricultural technology association in our city.
The report of the 17th National Congress of the Communist Party of China pointed out that it is necessary to explore effective forms of rural collective economy, develop farmers' professional cooperative organizations, and support the industrialized operation of agriculture and the development of leading enterprises. This fully shows that the CPC Central Committee attaches importance to and affirms farmers' professional cooperative organizations, and also welcomes a new opportunity for the development of agricultural technology associations. In order to achieve new and greater development, xx Agricultural Technology Association must strive to do the following work.
1. 2. We should attach great importance to the organization, construction and development of agricultural technology associations, fully understand the leading position of agricultural technology associations in rural economic construction, give full play to the main role of members of agricultural technology associations in popular science work, and take the organization, construction and development of agricultural technology associations as an important part of in-depth development of rural popular science. Let the external environment for the development of agricultural technology association be more relaxed, the internal operation mechanism be more perfect, the activity space be broader, and the comprehensive strength be continuously enhanced, so as to truly become the backbone of the new rural construction.
3. Build a platform to promote the existing agricultural technology associations to unite and become stronger and bigger. It is necessary to speed up the construction of the Federation of Agricultural Technology Associations in our city and set up the Federation of Agricultural Technology Associations in cities and counties (cities, districts), so that the agricultural technology associations existing in the form of a single professional technical association can have a more perfect organizational system and change the situation that the agricultural technology associations are restricted in safeguarding farmers' legitimate rights and interests, providing services to farmers and further improving the degree of farmers' organization due to their own conditions, regions, scale and other reasons.
