First, grasp the first place and strengthen the ideological construction of scientific and technological teams.
Strengthen the study of the spirit of the 18th National Congress of the Communist Party of China, strictly implement the eight central regulations and the relevant regulations of the provincial party committee and the municipal party committee, focus on improving service quality, speeding up work efficiency, cleaning up work style discipline, and strengthening the building of a clean government, and further promote all cadres and workers to change their work style, improve their political literacy and professional quality, and promote the efficiency building of organs.
Second, grasp the core and strengthen the capacity building of scientific and technological innovation.
(1) Actively cultivate high-tech enterprises. On June 7th, more than 20 enterprises were organized to participate in the training course on application of high-tech enterprises held by the Municipal Bureau, and more qualified enterprises were urged to successfully apply for high-tech enterprises. Up to now, 13 enterprises in the county have entered the city's high-tech enterprise cultivation database, and actively coordinated enterprises to evaluate high-tech enterprises.
(2) solidly promote intellectual property work. On May 24th, a training course on business knowledge of intellectual property policies and regulations was held, and more than 50 patent directors from enterprises in the park participated in the training course. By the end of May, the number of patent applications in the county was 1 18, and the number of patents granted was 85, ranking among the top counties in the province.
(3) In-depth study of enterprise innovation. Accompanied by Yao Yanping, vice mayor of the city, Xiong, director of the provincial intellectual property office, and deputy director of the provincial science and technology department, we went deep into our county to investigate the scientific and technological innovation work, and further promoted our county's scientific and technological innovation work to a new level through investigation.
Three, focus on strengthening the construction of science and technology service system.
(1) Earnestly complete the evaluation of scientific and technological progress. In accordance with the spirit of the document notice of the Ministry of Science and Technology on the assessment of scientific and technological progress, through the timely formulation of documents, rational decomposition of tasks, and leadership mobilization and deployment, under the coordination of 23 relevant departments and towns in the county, the compilation, summary and reporting of assessment materials have been successfully completed, and the goal of "five consecutive championships" for advanced counties in scientific and technological progress has been achieved.
(two) to promote the docking of enterprises and special commissioners. Attach importance to the interests of science and technology commissioners and enterprises, and constantly explore the establishment of a long-term mechanism. Up to now, 39 enterprises have docked with the Commissioner. With the help and promotion of science and technology commissioners, Tianjia Industry, Qinglan Modern Agriculture and other enterprises have achieved remarkable benefits in the fields of engineering technology research center identification, key new product identification and patent project declaration.
(3) Accelerate the pace of science and technology entering the park. Attach great importance to the work of "science and technology entering the park", vigorously promote the construction of county science and technology innovation service platform, and set up county science and technology entering the park workstation, which provides an important institutional guarantee for the work of science and technology entering the park and provides an all-round and systematic service for promoting the independent innovation of park enterprises.
(4) Promoting the construction of agricultural science and technology parks. Carry out research on the standardized construction of national agricultural science and technology parks, go to parks inside and outside the province for study and research, learn more about the achievements and experiences of the construction and development of brother parks, and provide reference guidance for the planning and construction direction and development focus of the parks.
Four, grasp the service, strengthen the management level of science and technology.
(a) increase the intensity of science and technology project declaration. We have formulated guidelines for the application of 20xx science and technology plan projects and SME innovation fund projects, helping enterprises to complete 90 science and technology project applications at all levels, three of which have been approved by the National Spark Plan and the Action Plan for Science and Technology Personnel Service Enterprises respectively.
(two) to carry out innovation fund reporting training. On March 22nd, a national, provincial and municipal training meeting on the application of science and technology innovation fund for small and medium-sized enterprises was held, and the related matters on the application of innovation fund projects were explained and interpreted on the spot. More than 60 enterprises attended the meeting, which laid a good foundation for enterprises to apply for higher-level innovation fund projects.
(3) Strengthen the supervision of innovation fund projects. Supervise and manage the 10 SME innovation fund project undertaken by Power and Electric Branch of Taihao Technology Co., Ltd. in 20xx, grasp the progress and effect of project implementation, and ensure the effective use of project funds.
Five, grasp the foundation, strengthen the publicity and education of popular science knowledge.
(1) Promoting the popularization of popular science knowledge. Go deep into the grassroots to hold a "Science and Technology Activity Week" and distribute more than 0/000 copies of popular science manuals to the grassroots; Hold lectures on agricultural technology and popular science knowledge, and effectively send scientific and technological farming knowledge to farmers; Organize earthquake emergency evacuation drills, so that teachers and students can master the knowledge of emergency avoidance and self-help and mutual rescue in activities, and improve their ability to deal with emergencies.
(2) Do a good job in earthquake prevention and disaster reduction. The work of earthquake prevention and disaster reduction has been further strengthened, the team of "one member of three networks" has been adjusted and updated, publicity and education activities on earthquake prevention and disaster reduction have been vigorously carried out, and more units have been encouraged to declare "four demonstrations". The county has added three macro observation points for earthquakes.
Existing defects and gaps
First, the planning and construction of the National Agricultural Science and Technology Park did not meet the evaluation requirements of the Ministry of Science and Technology. Compared with Brother Park, it is necessary to speed up the construction and improve the construction level as soon as possible. Second, the number of high-tech enterprises in the development zone is relatively small, and the concentration of high-tech industries is relatively low compared with that in Brother National Park. Third, the project implementation management level needs to be further improved, and the follow-up supervision and management work needs to be further strengthened.
VI. Next Work Plan
(A) to enhance the core competitiveness of enterprises. The focus is on the recommendation and identification of high-tech enterprises, the declaration of scientific and technological projects, patent application and protection. In the whole year, we helped enterprises to plan and apply for more than 90 scientific and technological projects, and strived to reach 20 high-tech enterprises, and the number of patent applications and authorizations increased by more than 10%.
(2) Improve the execution of scientific and technological development. Pay close attention to the construction of science and technology innovation incubation service platform, strive to identify 2-3 technical engineering centers (key laboratories) above the municipal level, give full play to the role of science and technology service institutions, and promote the work of science and technology entering the park.
(3) Enhance the contribution of science and technology to agriculture. Improve the construction level of national agricultural science and technology parks, and strive to identify 3-5 provincial and municipal agricultural science and technology demonstration bases in combination with the implementation of national agricultural science and technology projects such as high grain yield, enriching the people and strengthening the county, promote agricultural science and technology innovation, and accelerate the demonstration and popularization of agricultural science and technology achievements.
