If the transferor is an individual or unit in Chinese mainland, the transferee is a foreigner, foreign enterprise or other foreign organization, or the transferee is an individual, legal person or other organization in Hongkong, Macao and Taiwan Province, it shall show the technology export license or the registration certificate of free export technology contract issued by the the State Council commerce department, or the registration certificate of free export technology contract issued by the local commerce department, and the transfer contract signed or sealed by both parties.

(4) Where the right to apply for a patent or the patent right is transferred, and the applicant (or patentee) after the change entrusts a new patent agency, it shall submit a power of attorney signed or sealed by all the applicants (or patentees) after the change, and pay the relevant change fees; If the changed applicant (or patentee) entrusts the original patent agency, it only needs to submit the power of attorney signed or sealed by the new applicant (or patentee). If the original applicant (or patentee) has entrusted an agency, and the new obligee no longer entrusts the original agency, it is suggested to submit the Declaration of Dismissal of Entrustment signed or sealed by the original applicant (or patentee).
