Huaian is located in the north-central part of Jiangsu Province, east of the Jianghuai Plain. Close to Lianyungang City and Yancheng City.
Located in the Yangtze River Delta region, it is the central city of northern Jiangsu and a closely connected city in the Nanjing metropolitan area. Located at the intersection of the ancient Huaihe River and the Beijing-Hangzhou Grand Canal, with the fourth largest freshwater lake in China, Hongze Lake, it is a national historical and cultural city, a national sanitary city, a national garden city, a national environmental protection model city, a national low-carbon pilot city, and one of China’s outstanding tourist city. Together with Yangzhou, it is the main birthplace of Huaiyang cuisine and one of the birthplaces of ancient culture in the Jianghuai River Basin.

Huai'an has outstanding people and is the hometown of Premier Zhou Enlai, a great man of the generation. Historically, there have been great military strategists Han Xin, Han Fu master Mei Cheng, heroine Liang Hongyu, "Journey to the West" author Wu Cheng'en, national hero Guan Tianpei, "Lao Can's Travels" author Liu E, etc.
In September 2005, at the 4th National Council of the China International Sister Cities Federation held in Zhengzhou, Henan, Huaian won the "China International Sister Cities Contribution Award" issued by the CPAFFC.
