Chapter 1 General Provisions Article 1 In order to accelerate the progress of science and technology, promote the integration of science and technology with the economy, and promote the economic construction and social development of our city, in accordance with the "Law of the People's Republic of China on Science and Technology Progress" , the "Hubei Province Science and Technology Progress Regulations" and other relevant laws and regulations, and combined with the actual situation of this city, these regulations are formulated. Article 2 The term “scientific and technological (hereinafter referred to as science and technology) progress” as mentioned in these Regulations refers to activities that engage in scientific research, development and transformation of scientific and technological achievements into actual productive forces, and promote the coordinated development of science and technology, economy and society. Article 3 These regulations apply to state agencies, enterprises, institutions, social groups, other organizations and citizens at all levels within the administrative region of this city. Article 4 People's governments at all levels adhere to the basic policy that economic construction and social development rely on science and technology, and that science and technology work is oriented to economic construction and social development, establish the strategic position of priority development of science and technology, deepen the comprehensive supporting reform of the science and technology economic system, and implement the basic principles of establishing a city through science and education. City policy. Article 5 People's governments at all levels should attach great importance to the popularization of scientific and technological knowledge, strive to improve the scientific and cultural quality of citizens, respect knowledge and talents, protect intellectual property rights, and encourage scientific exploration and technological innovation as well as all scientific and technological progress activities. Chapter 2 Organization and Management Article 6 People's governments at all levels should strengthen leadership over scientific and technological progress and implement scientific and technological progress goal management.

The science and technology administrative departments of the municipal and district people's governments are responsible for the management, guidance, coordination and supervision of scientific and technological progress within their respective administrative regions.

Other relevant government departments are responsible for scientific and technological progress within the scope of their responsibilities. Article 7 The Municipal People's Government shall prepare strategic plans and plans for science and technology development to guide the direction of science and technology and industrial development; formulate technology policies to encourage the adoption of advanced technologies. Article 8 The municipal and district people's governments should take the following measures to promote scientific and technological progress:

(1) Cultivate the technology market, establish and improve the technology market management system and service system, and promote the transformation of scientific and technological achievements into production and application fields;

(2) Promote the modernization and socialization of scientific and technological information services, and establish scientific and technological documents and scientific and technological information networks;

(3) Improve the patent management and implementation system, establish and improve patent agencies, Intermediary, consultation, literature retrieval and other service systems;

(4) Establish and improve the scientific and technological progress indicator system and statistical network, and regularly conduct statistics, monitoring, analysis and evaluation of scientific and technological progress. Article 9 encourages the development of foreign scientific and technological cooperation and exchanges, expands technology trade, and introduces technology and talents; encourages enterprises, research and development institutions, universities, social groups, and scientific and technological workers to establish various forms of cooperative relationships with foreign scientific and technological circles, and promote Integration of foreign scientific, technological and economic cooperation. Article 10 The municipal and district people's governments shall support and guide science and technology associations, societies and other social groups to carry out science popularization, academic exchanges, technical consultation, technical services and other activities. Chapter 3 Research and Development Article 11 The municipal science and technology administrative department and other relevant administrative departments shall organize scientific research institutions, universities and other enterprises and institutions, as well as scientific and technological workers to participate in the research and development activities of major projects in this city. Article 12 Relevant departments shall, in accordance with the needs of industrial development, organize the introduction, digestion, and absorption of key technologies in a planned manner, strengthen technological innovation, and improve research and development and industrial technology levels. Article 13: The Municipal People's Government supports scientific research institutions, universities and enterprises to conduct pilot experiments in scientific research, promotes the promotion and transformation of scientific and technological achievements, and assists in solving practical problems in the construction of pilot bases.

Investments in the construction of scientific and technological infrastructure such as engineering technology centers, enterprise technology centers, key laboratories, pilot bases, and science popularization venues approved by the state, province, and city are exempt from urban construction infrastructure supporting fees. Article 14: Strengthen high-tech research and development. Encourage scientific research institutions, universities, enterprises, institutions, and scientific and technological personnel to establish high-tech enterprises and develop high-tech industries.

Accelerate the pace of construction of high-tech industrial development zones and provide a suitable environment and preferential conditions for the concentrated development of high-tech enterprises.

The municipal science and technology administrative department regularly releases high-tech and product catalogs based on technological development status as a basis for its assessment and identification of high-tech enterprises.

Article 15: Strengthen scientific research and development of social development. Encourage the use of advanced scientific and technological achievements to promote the development of education, culture, sports, urban construction, transportation, postal and telecommunications, environmental protection, medical and health, family planning and other undertakings. Chapter 4 Enterprise Scientific and Technological Progress Article 16 Enterprises should become the main body of scientific and technological development and scientific and technological investment. Factory directors (managers) should incorporate scientific and technological progress into their responsibility goals. The factory director (manager) should formulate and implement the enterprise's scientific and technological progress plan focusing on creating famous and high-quality products, improving service quality, and enhancing market competitiveness. Article 17 Enterprises are encouraged to establish and improve technology development institutions, or jointly establish technology development institutions with research and development institutions and universities to promote the cooperation between industry, academia and research.

With the approval of the municipal science and technology administrative department, qualified enterprise technology development institutions can enjoy the treatment of independent scientific research institutions. Article 18: New construction, expansion, technological transformation, and technology introduction projects of state-owned enterprises shall be jointly organized and demonstrated by the administrative departments of economy and science and technology; if they are demonstrated to be inconsistent with the provisions of industrial policies and technology policies, they shall not be implemented.
