How to classify the qualification examination?

Qualification examination is divided into pre-qualification examination and post-qualification examination. Pre-qualification refers to the qualification examination of potential bidders before bidding. The tenderer shall issue a prequalification announcement, and specify the conditions, standards and methods of prequalification in the prequalification documents. The tenderer shall not change the qualification conditions or conduct qualification examination for potential bidders without authorization. Potential bidders who have not passed the prequalification shall not participate in the bidding.

Post-qualification examination refers to the qualification examination of bidders after bid opening. The tenderee shall conduct qualification examination according to the conditions, standards and methods specified in the tender documents. Those who fail to meet the qualification conditions or potential bidders who fail to meet the qualification conditions shall be treated as invalid bids.
