How to improve the conversion rate of patent achievements?

For us, after joining the WTO, a remarkable difference is that the status of intellectual property rights is prominent. In the past two decades, China has continuously introduced, digested and absorbed foreign advanced technologies while tracking the latest scientific and technological progress in the international frontier field, which has greatly enhanced China's comprehensive innovation ability. It can be said that in the past 20 years, our road to innovation is to turn what others have and what they didn't have in the past into their own innovative achievements through hard work. But in the future, facing the wave of globalization and the new environment of China's entry into WTO, China's road to innovation will face new opportunities and challenges. In the next 20 years, what we have to do is what others have not done yet. In the final analysis, the future competition is the competition of innovation ability, and the patent transformation ability is the most direct expression of innovation ability. Therefore, China National Intellectual Property Administration is vigorously promoting the implementation of the national intellectual property strategy, starting with strengthening the popularization of intellectual property knowledge and establishing an intellectual property information platform, and promoting the improvement of patent awareness in the whole society.

Qi Jianguo: The key to the transformation of patent achievements is to stimulate the enthusiasm of enterprises to implement the transformation of patent achievements. At present, on the one hand, Chinese enterprises are not aware of intellectual property rights and lack awareness of protecting intellectual property rights, and some achievements have not been patented even if they have been transformed. On the other hand, due to the lack of maturity and assembly matching of patents, it is difficult for enterprises to realize the transformation of patent achievements. Therefore, creating better conditions for enterprises and enhancing their ability to obtain and implement patents are important guarantees for improving China's comprehensive innovation ability.

Yang Qiquan: The transformation of patent achievements is actually a question of how to better combine science and technology with economy. In my opinion, the evaluation of knowledge value will be different in different periods. We say that the investment ratio of achievements to the industry is roughly 1: 10. To realize the transformation of patent achievements, we should not only rely on scientific researchers to create patent achievements, but also rely on the support of venture capital. Therefore, from the point of view of science and technology, we need to change our ideas, reposition our own profit space, leave enough profit space for venture capital, and let more venture capital participate in patent transformation, so that the conversion rate of patent achievements can be greatly improved.

In addition, China has begun to attach importance to intellectual property rights in science and technology plans at all levels. In the national "863" plan, quantitative requirements are put forward for the intellectual property rights of scientific and technological achievements, but the requirements for the transformation link are still lacking. Some patent achievements are actually just extensions of scientific and technological achievements, and it is difficult to implement transformation. To solve this problem fundamentally, it is necessary to improve the ability of enterprises to transform patent achievements and put the focus of patent strategy on enterprises. Enterprises should reconfigure all kinds of resources, collect all kinds of patented technologies and processes, and develop competitive products in combination with market demand.
