Recently, seven departments, including Ministry of Human Resources and Social Security, issued the Notice on the phased measures of "work first, then audit" for some professional qualifications in response to the impact of the COVID-19 epidemic.
It is mentioned in the notice that teachers' qualifications are subject to the phased measures of "taking posts first, then conducting research". As long as college graduates meet the requirements of teacher qualification examination registration and teacher qualification recognition in terms of ideological and political quality, Putonghua level and physical condition, they can first take up their posts and engage in education and teaching-related work, and then take the examination to obtain teacher qualification.
Not only teachers' qualifications, but also nurses' qualifications, fishing crew qualifications, practicing veterinarians' qualifications, performance brokers' qualifications and patent agents' qualifications are subject to the phased measures of "taking the post first, then researching". As long as college graduates who meet the registration requirements of these five vocational qualification examinations can take up their posts and engage in related work before obtaining vocational qualifications.
As mentioned in the notice, those who take up their posts first and then do textual research are engaged in auxiliary work before obtaining professional qualifications:
1. College graduates who are not qualified as teachers may not independently undertake the teaching task of a course or the task of taking classes in kindergartens;
2. Graduates from nursing and midwifery colleges who have not yet obtained the qualification of nurses shall first take up their posts and engage in the work of internal medicine nurses, but shall not engage in nursing activities as stipulated in the technical specifications for diagnosis and treatment;
3. Graduates of veterinary related majors who have not obtained the qualification of practicing veterinary medicine shall not independently engage in animal diagnosis and treatment activities and prescribe veterinary drugs.
Of course, there is a time limit for post-employment research. For example, when institutions sign employment contracts with these college graduates, they must stipulate a probation period of 1 year according to regulations. If the employee fails to obtain the corresponding qualification within the specified time, the employment contract shall be terminated according to law.
