In order to further innovate the way of talent introduction, improve the effect of talent introduction, and provide talent protection and intellectual support for agricultural modernization, new industrialization, new urbanization and tourism industrialization in our county, it is decided to organize relevant institutions to carry out talent introduction. Now, in combination with the requirements of superiors and the actual work in our county, this Implementation Plan is specially formulated.
1. Organization and leadership
A leading group for talent introduction work was established, with the daily work led by the county organization, staffing, people's society and discipline inspection and supervision departments, and the employing units and their competent departments organized and implemented as a whole.

The introduction work adheres to the employment standard of having both ability and political integrity, and implements the employment mechanism of open posts, voluntary declaration and merit-based selection in accordance with the principles of "openness, justice, equality, competition and merit-based".

IV. Targets and conditions for introduction
(I) Targets and conditions for introduction
1. Possess the nationality of the Chinese people, support the Chinese people's constitution and have good moral conduct;
2. Generally, they are over 18 years old (born on or before March 15th, 23) and under 35 years old (born on or after March 16th, 1985); Candidates with a bachelor's degree, intermediate professional and technical post qualifications and technician level can be relaxed to 4 years old and below (born on or after March 16, 198); Applicants with master's degree or above, associate senior and above professional and technical post qualifications and senior technician level can be relaxed to 45 years old and below (born on or after March 16, 1975); Applicants with doctoral degrees and full and senior professional and technical post qualifications can be relaxed to 5 years old and below (born on or after March 16, 197). 3. Have a nationally recognized degree and meet other qualifications required for the position to be applied for (if there is a degree requirement in the position, an equivalent degree is required; The "equivalent degree" mentioned in this "Implementation Plan" and its annex refers to the degree corresponding to the academic qualifications used by candidates to apply for positions, the same below); The majors and academic qualifications shown on the graduation certificate of applicants must be consistent with those required in the Position List (only the majors in the degree certificate are considered inconsistent with those in the Position List). (2) The following persons are not allowed to register
1. Those who cannot adhere to the Party's basic line or agree with the Party Central Committee on major political issues;
2. Those who have been subjected to party discipline and administrative sanctions have not been dismissed;
3. Those who have been expelled from public office;
4. Being dismissed for less than 5 years;
5. Those who have received criminal punishment (or reeducation through labor) for crimes (including those who are serving sentences);
6. Moral corruption, hooliganism, theft and other bad behaviors;
7. Those who are suspected of violating the law and discipline are under review;
8. The person who is recognized by the people's court as the person who has been executed for breach of trust or who has been recognized by the relevant government administrative department as having serious illegal and untrustworthy behavior;
9. fresh graduates who are oriented to specific industries or units, and those who are still on the job at the time of registration (including those who have signed up for the 221 annual plan);
1. The civil servants of the organs in Qiandongnan Prefecture, the staff of the institutions managed by the Civil Service Law, the official cadres of the institutions (except the workers and staff) and those who have resigned for less than 6 months (the calculation time is up to the current registration time);
11. Full-time non-221 graduates who are studying as of December 31, 221;
12. Personnel with bad integrity records in personnel examinations in Qiandongnan Prefecture;
13. Failing to meet the relevant qualifications required for the recruitment position;
14. There are other circumstances in which it is stipulated by laws and regulations that the employee shall not be employed as a staff member of a public institution.
V. Introduction Procedures
This talent introduction activity is carried out according to the procedures of information release, on-site registration qualification examination, expert review interview (interview and professional evaluation), research validation, physical examination, political review, publicity and employment approval. Through the Rongjiang County People's Government Network (/), the information about the introduced positions, quantity, qualifications, etc. are published, and candidates are invited to pay attention to the relevant information of introducing talents through the website corresponding to the positions to be applied for.
(1) On-site registration and qualification examination
Registration and qualification examination time: March 15th to March 16th, 221 (9: -12: am and 14: 3-17: 3 pm)
Registration and qualification examination place: Room 58, 5th floor, Rongjiang Human Resources and Social Security Bureau.
for high-level and urgently needed talents, the county human resources and social departments are responsible for registration and qualification examination, and those who pass the qualification examination enter the review. Those who fail to pass the examination shall not enter the next review stage. Applicants are required to submit the following materials at the above time and place according to the post requirements:
1. One application form for introducing high-level and urgently needed talents in Rongjiang County in 221 (hereinafter referred to as the application form);
2. One original of valid resident ID card, graduation certificate, degree certificate and other qualification certificates required for applying for the post;
3. Three bareheaded color certificate photos with the same background;
4. Graduates of full-time colleges and universities in 221 can provide employment recommendation forms;
5. On-the-job staff (except the staff of the ground crew) of organs, institutions and state-owned enterprises must provide the certificate of consent to enter the examination issued by the department with personnel management authority.
qualification examination runs through the whole process of talent introduction. if a candidate is found to be in violation of discipline, irregular materials, providing false information or not meeting the requirements for applying for a position, his qualification will be cancelled at any stage.
(II) Organizing expert evaluation
The evaluation is conducted by interview (interview, professional evaluation) (hereinafter referred to as "interview"), which mainly examines whether the main achievements (achievements, patents, papers, awards) and other related materials provided by the participants are true, and examines their comprehensive quality application ability and ability to adapt to the work of the cited positions.
if the number of qualified candidates for the same position is less than or equal to 35, they can only be interviewed (interview and professional evaluation), that is, the comprehensive score of candidates = interview score. If interview scores are the same, they will be re-interviewed, and those with high re-interview scores will be listed as physical examination objects.
if there are more than 35 people (not including 35 people) who have passed the qualification examination for the same position, professional tests shall be conducted first, and then interviews (interviews) shall be conducted at a ratio of 1:3; Professional test scores and interview scores account for 5% respectively, that is, comprehensive scores of candidates = professional test scores ×5%+ interview scores ×5%; If the candidates' comprehensive scores are tied at the bottom, the candidates with high professional test scores will be listed as the physical examination objects. If the professional test scores are the same, they will be re-interviewed, and those with high re-interview scores will be listed as the physical examination objects.
The interview (professional test) scores and comprehensive scores shall be rounded to two decimal places.
the evaluation and interview questions are determined by the employer, the competent department and the human resources department of the organization according to the professional needs of the talent introduction position and in accordance with relevant regulations and procedures. Candidates must have a comprehensive score of 7 or above before they can enter the follow-up link. The specific time and place of interview (interview, professional evaluation) will be notified separately.
(III) Research and approval
After the on-site interview for talent introduction, the human resources department at the same level will summarize and review the relevant information of the candidates to be introduced, and submit it to the leading group for research and approval. The approved candidates to be introduced will sign a talent introduction agreement with the employer (or competent department).
after the signing of the agreement, those who refuse to participate in the follow-up links or report to the employing unit without justifiable reasons will be listed as personnel with bad integrity records in the personnel examination in Qiandongnan prefecture in addition to fulfilling the liability for breach of contract, and will not be allowed to participate in various recruitment examinations in institutions in Qiandongnan prefecture for three years.
(4) Physical examination
This physical examination is conducted with reference to the physical examination standards for civil servants' recruitment, and the physical examination items and standards are in accordance with the General Standards for Physical Examination for Civil Servants' Recruitment (Trial) (No.1 [25] issued by the Ministry of People's Republic of China), Operation Manual for Physical Examination for Civil Servants' Recruitment (Trial) and Operation Manual for Printing and Distributing Physical Examination for Civil Servants' Recruitment (Trial) >; Notice on the revised contents (No.58 [213] issued by the Ministry of Human Resources and Social Security), Notice on Amending the General Standards for Civil Servant Employment Physical Examination (Trial) and the Operating Manual for Civil Servant Employment Physical Examination (Trial) (No.14 [216] issued by the Ministry of Human Resources and Social Security), Notice on Printing and Distributing the Special Standards for Civil Servant Employment Physical Examination (Trial) The physical examination shall be arranged by the human resources department of the organization at the same level (or the competent department of the employing unit) in a general hospital at or above the county level, and the physical examination shall be carried out within the specified time and the physical examination conclusion shall be issued. Physical examination conclusions and appraisals in other hospitals will not be recognized. The specific time of physical examination shall be determined by the employer separately and the candidates shall be informed, and the medical examination expenses shall be borne by the candidates themselves.
(V) Investigation
Those who pass the physical examination are determined as the objects of investigation. According to the "Regulations on the Employment of Civil Servants" and "Detailed Rules for the Employment and Inspection of Civil Servants in Guizhou Province (Trial)". The employer and its competent department shall be responsible for the inspection work. The inspection work highlights political standards, focusing on whether the candidates meet the political requirements of strengthening the "four consciousnesses", strengthening the "four self-confidences", achieving the "two safeguards", loving the party of China, loving the motherland and loving the people. The investigation contents mainly include the candidates' political quality, moral conduct, ability and quality, psychological quality, study and work performance, law-abiding, honesty and self-discipline, job matching and whether they need to be avoided. If the candidates for inspection fail to meet the requirements of public servants or do not meet the requirements for applying for positions, they shall not be determined as candidates. The investigation adopts the methods of individual conversation, on-the-spot visit, strict examination of personnel files, inquiry of social credit records, interview with the candidates, etc., and can also be extended as needed to understand the situation extensively, objectively and fairly, and write the investigation materials according to the facts.
those who fail to submit certificates and personnel files such as academic qualifications, degrees and corresponding qualification certificates required for talent introduction positions by December 31, 221 will be disqualified from entering the next stage (foreign academic qualifications must obtain graduation certificates and corresponding certificates within the above-mentioned specified time).
(VI) Approval of Employment
Those who have passed the on-site registration, interview, physical examination and inspection are determined to be candidates. Publicize the personnel to be hired on the corresponding designated website (see annex) for 7 working days. If there is a report during the publicity period and it is verified that there are serious problems that affect the employment, the employment qualification will be cancelled. If it is difficult to verify at one time, it will be verified and concluded before deciding whether to hire.
if there is no objection after publicity, the employing unit shall fill in the Approval Form for Hiring Management Personnel and Professional and Technical Personnel in Public Institutions (in triplicate), and submit it to the competent department with receiving opinions, assessment materials and other relevant materials, and then report it to the Human Resources and Social Security Bureau of Qiandongnan Prefecture for employment examination and approval according to the cadre management authority and prescribed procedures.
this year, candidates who are admitted to several counties (cities) or institutions directly under the state (including Kaili College and Qiandongnan National Vocational and Technical College) in our state can choose, but they must make a choice before the State Human Resources and Social Security Bureau officially approves the employment. After the State Human Resources and Social Security Bureau officially hires a specific unit, it will not be hired to other units.
employees should be managed in strict accordance with the employment contract. Graduates who hire new employees to work in institutions in our county will be formally employed after the probation period expires and they pass the examination. If the examination fails during the probation period, the employment shall be terminated according to the prescribed procedures and approval authority; The officially employed personnel shall agree with the unit on the minimum service life.
in this talent introduction, if the physical examination, inspection, publicity, employment approval and other links are unqualified or abandoned, they will be replenished in turn according to the procedures and conditions stipulated in the Implementation Plan.
VI. Requirements for epidemic prevention and control
Candidates who register at the site must bring their smart phones to scan the "Communication Big Data Travel Card" and "Guizhou Health Code" and enter the registration site only after their body temperature is normal. At the same time, they should submit the Personal Book on the Prevention and Control of Talents Needed by Public Institutions in Rongjiang County in 221 and the Registration Form for the Investigation and Registration of Health Status of Epidemic Prevention and Control in COVID-19 (see Annex 5 for details).
anyone who violates the relevant regulations on the prevention and control of normalized epidemic situation in Qiandongnan prefecture and conceals or falsely reports the key information on epidemic prevention and control, such as his residence history, contact history and health status, will be investigated for responsibility according to the law and regulations.
VII. Disciplinary requirements
(1) The information, process and results of this talent introduction work should be made public, and the supervision of all sectors of society and relevant departments should be actively accepted.
(2) the evaluation experts should strictly abide by the discipline of personnel examination and the relevant provisions of this scheme, adhere to the evaluation principles and standards, and make an objective, fair and equitable evaluation of the evaluation objects.
(3) Appraisal experts and relevant staff members shall abide by the Regulations on the Avoidance of Personnel Management in Public Institutions. Those who participate in the appraisal have husband-and-wife relationship, lineal consanguinity, collateral consanguinity within three generations, near-in-laws, other relatives and specific relationships that may affect justice must be avoided.
(4) All talent-introducing units and their competent departments should strictly follow the provisions.
