Promoting mass entrepreneurship and innovation is the source of development, the way to enrich the people, the policy of fairness and the policy of strengthening the country. It is of great significance to promote economic restructuring, create a new engine for development, enhance new impetus for development, and take the road of innovation-driven development. It is an important measure to stabilize growth, expand employment, stimulate the wisdom and creativity of hundreds of millions of people, and promote vertical social mobility and fairness and justice. According to the deployment of 20 15 Government Work Report, in order to reform and improve relevant systems and mechanisms, build an inclusive policy support system, promote the capital chain to guide innovation chain's entrepreneurship, support innovation chain's entrepreneurship in the industrial chain, and promote industrial chain employment, we hereby put forward the following opinions.

First, fully understand the significance of promoting mass entrepreneurship and innovation.

-Promoting mass entrepreneurship and innovation is an inevitable choice to cultivate and promote new impetus for economic and social development. With the increasing constraints of resources and environment in China, the scale driving force of factors is gradually weakening, the traditional development mode of high input, high consumption and extensive is unsustainable, and economic development has entered a new normal, which needs to be driven by factors, investment and innovation. To promote mass entrepreneurship and innovation, it is necessary to eliminate all kinds of institutional constraints and shackles that are not conducive to the development of entrepreneurial innovation through structural reform and institutional mechanism innovation, support various market players to continuously establish new enterprises, develop new products, explore new markets, and cultivate emerging industries, so as to form a development pattern in which small enterprises overwhelm large enterprises and large enterprises are indomitable, realize innovation-driven development, and create new engines.

-Promoting mass entrepreneurship and innovation is the fundamental measure to expand employment and realize the road of enriching the people. China has a population of over 65.438+0.3 billion and a labor force of over 900 million. Every year, there are a large number of college graduates, rural migrant workers, urban poor people and retired soldiers. There is great potential for human resources to be transformed into human capital, but the total employment pressure is great and the structural contradictions are prominent. To promote mass entrepreneurship and innovation is to create a fair competitive entrepreneurial environment by transforming government functions and building a service-oriented government, so that market entrepreneurs such as scientific and technological personnel with dreams, willingness and ability, college graduates, migrant workers, retired soldiers and unemployed people can "feel at home", increase their income through entrepreneurship, make more people rich, promote the adjustment of income distribution structure, and realize the benign interactive development of innovation supporting entrepreneurship and entrepreneurship promoting employment.

-Promoting mass entrepreneurship and innovation is an effective way to stimulate the innovation potential and entrepreneurial vitality of the whole society. At present, the concept of entrepreneurial innovation in China has not been deeply rooted in the hearts of the people, the entrepreneurial education and training system is not perfect, the ability to be good at creating and being brave in starting a business is insufficient, and a good environment for encouraging innovation and tolerating failure has not yet formed. To promote mass entrepreneurship and innovation, the whole society needs to strengthen entrepreneurship education with innovation as the core, carry forward the entrepreneurial spirit of "being the first, pursuing innovation and persevering", cultivate the culture of innovation, and constantly enhance the awareness of entrepreneurship and innovation, so that entrepreneurship and innovation can become the value pursuit and behavior habit of the whole society.

Second, the general idea

In accordance with the "four comprehensive" strategic layout, we will persist in promoting reform, speed up the implementation of the innovation-driven development strategy, give full play to the decisive role of the market in resource allocation and better play the role of the government, increase decentralization, relax policies, liberalize the market, release the main body, and form a good atmosphere conducive to entrepreneurial innovation, so that thousands of entrepreneurs in Qian Qian, Qian Qian can become active and gather into great kinetic energy for economic and social development. Constantly improve institutional mechanisms, improve inclusive policies and measures, strengthen overall coordination, and build a policy environment, institutional environment and public service system conducive to mass entrepreneurship and vigorous development of innovation, so as to promote employment through entrepreneurship and promote development through innovation.

-persist in deepening reform and create an entrepreneurial environment. Through structural reform and innovation, we will further simplify administration and decentralize power, combine decentralization with management, optimize services, enhance the supply of entrepreneurial innovation systems, improve relevant laws and regulations, support policies and incentives, create an equal and inclusive environment, and promote vertical social mobility.

-adhere to demand orientation and release entrepreneurial vitality. Respect the law of entrepreneurial innovation, adhere to the people-oriented principle, effectively solve the bottleneck problems faced by entrepreneurs such as capital demand, market information, policy support, technical support, public services, etc., maximize the entrepreneurial innovation vitality of various market players, open up new employment space, expand new development horizons, and liberate and develop productive forces.

-Adhere to policy coordination and take root. Strengthen the overall planning of entrepreneurship, innovation, employment and other policies and the connection between departments and local policies to ensure that entrepreneurship support policies are operational and implementable. Encourage qualified areas to try first and explore the formation of replicable and scalable entrepreneurial innovation experience.

-Adhere to openness and enjoyment and promote model innovation. Strengthen the open sharing of entrepreneurial innovation service resources, integrate and utilize global entrepreneurial innovation resources, and realize the free flow of entrepreneurial innovation elements such as talents across regions and industries. Relying on "internet plus" and big data, we will promote innovative business models in various industries, and establish and improve entrepreneurial innovation mechanisms such as online and offline, domestic and overseas, and open cooperation between the government and the market.

Third, innovate the system and mechanism to promote entrepreneurship.

(1) Improve the market environment of fair competition. Further transform government functions, increase the supply of public goods and services, and provide more opportunities for entrepreneurs. Gradually clean up and abolish the systems and regulations that hinder the development of entrepreneurship and break local protectionism. Accelerate the introduction of a fair competition review system and establish a unified, transparent, orderly and standardized market environment. Carry out anti-monopoly and anti-unfair competition according to law, and eliminate unfair competition behaviors that are not conducive to entrepreneurial innovation and development, such as monopoly agreements and abuse of market dominance. Clean up and standardize the charging items related to enterprises, improve the charging catalogue management system, and formulate post-event supervision measures. Establish and standardize the enterprise credit information release system, formulate management measures for serious illegal enterprises, link entrepreneur credit with market access and preferential policies, and improve the supervision mode of entrepreneurial innovation based on credit management.

(2) Deepening the reform of the commercial system. Accelerate the implementation of the industrial and commercial business license, organization code certificate and tax registration certificate "three certificates in one" and "one photo and one yard", implement the reform of "first photo and then certificate", and promote the whole process of electronic registration and the application of electronic business license. Support all localities to relax the restrictions on the registration conditions of newly registered enterprises in light of the actual situation, promote the reform of residence registration such as "one address and multiple photos" and cluster registration, and provide convenient industrial and commercial registration services for entrepreneurial innovation. Establish negative lists such as market access and break unreasonable restrictions on industry access. We will launch a pilot program for simple cancellation of enterprises and establish a convenient market exit mechanism. Relying on the enterprise credit information publicity system to establish a directory of small and micro enterprises, and enhance the information transparency of entrepreneurial enterprises.

(3) Strengthening the protection of entrepreneurial intellectual property rights. Study the intellectual property protection measures of new forms of innovation such as business model. Actively promote intellectual property transactions and accelerate the establishment of a national public service platform for intellectual property operations. Improve the rapid protection and assistance mechanism of intellectual property rights, and shorten the cycle of confirmation review and infringement treatment. Focus on investigating and handling a number of major cases of intellectual property infringement, increase penalties for repeated infringement and malicious infringement, and explore the implementation of punitive damages system. Improve the right protection mechanism of obligees, reasonably divide the burden of proof of obligees, and improve non-litigation dispute resolution channels such as administrative mediation.

(4) Improve the training and flow mechanism of entrepreneurial talents. Incorporate entrepreneurship cultivation and entrepreneurship quality education into the national education system to realize the institutionalization and systematization of entrepreneurship education and training in the whole society. Accelerate the improvement of entrepreneurship courses and strengthen the construction of entrepreneurship training system. Strengthen the popularization education of entrepreneurial innovation knowledge, so that mass entrepreneurship and innovation are deeply rooted in the hearts of the people. Strengthen the construction of entrepreneurial tutors and improve the level of entrepreneurial services. Accelerate the reform of the social security system, break down the institutional obstacles to the free flow of talents, and realize the smooth flow of talents in party and government organs, enterprises and institutions and all aspects of society. Accelerate the establishment of performance evaluation mechanism for entrepreneurial innovation, so that a group of talents with entrepreneurial spirit and the courage to take risks can stand out.

Fourth, optimize fiscal and taxation policies and strengthen entrepreneurial support.

(5) Increase financial support and overall planning. Finance at all levels should, according to the needs of entrepreneurial innovation, make overall arrangements for all kinds of funds to support small and micro enterprises and entrepreneurial innovation, increase support for entrepreneurial innovation, strengthen the implementation and supervision of capital budget, and strengthen the performance evaluation of capital use. Support qualified local governments to set up venture capital funds and support entrepreneurial innovation and development. On the premise of ensuring fair competition, we will encourage appropriate concessions to the office space, water, energy, network and other software and hardware facilities of incubation institutions such as Zhongchuang Space to reduce the burden on entrepreneurs.

(6) Improve the inclusive tax measures. Implement various preferential tax policies to support the development of small and micro enterprises. Implement preferential tax policies such as science and technology business incubators, university science parks, R&D expenses plus deduction, and accelerated depreciation of fixed assets. The preferential tax policies for science and technology business incubators are applicable to new incubators such as Zhongchuang Space, which meet the requirements. According to the direction and requirements of tax reform, we will study the relevant tax support policies for investment in innovative activities such as seed stage and initial stage, including angel investment. Revise and improve the methods for identifying high-tech enterprises, and improve the tax credit policy for venture capital enterprises to enjoy 70% taxable income. We will promptly promote the tax pilot policy of Zhongguancun National Independent Innovation Demonstration Zone, and promote the pilot policy of individual income tax payment by installments for enterprises to increase capital and expand shares and the pilot policy of individual income tax payment by installments for equity incentives to the whole country. Implement tax policies to promote the employment of college graduates, disabled people, retired military personnel and registered unemployed people.

(7) Give play to the supporting role of government procurement. Improve the government procurement policy to promote the development of small and medium-sized enterprises, strengthen policy guidance, supervision and inspection of procurement units, urge procurement units to improve procurement planning and project reservation management, and enhance the supporting effect of policies on the development of small and micro enterprises. Increase the procurement of innovative products and services, and closely combine government procurement with supporting entrepreneurial development.

Fifth, enliven the financial market and realize convenient financing.

(8) Optimize the capital market. Support qualified start-ups to go public or issue bills for financing, and encourage start-ups to raise funds through the bond market. Actively study the listing system of unprofitable Internet and high-tech enterprises on the Growth Enterprise Market, and promote the establishment of strategic emerging industry boards on the Shanghai Stock Exchange. Accelerate the pilot transfer of the national share transfer system for small and medium-sized enterprises to the GEM. Study and solve the institutional obstacles to the listing of venture enterprises with special equity structure in China, and improve the rules of the capital market. Standardize the development of regional equity markets serving small and medium-sized enterprises, promote the establishment of an equity registration docking mechanism between industrial and commercial registration departments and regional equity markets, and support equity pledge financing. Support qualified issuers to issue innovative corporate bonds such as credit enhanced collective bonds for small and micro enterprises.

(9) Innovative bank support methods. Encourage banks to improve the professional level of financial services for entrepreneurial and innovative enterprises, and constantly innovate organizational structure, management methods and financial products. Promote banks to strengthen cooperation with other financial institutions and provide targeted equity and debt financing support for entrepreneurial innovation activities. Encourage banking financial institutions to provide one-stop systematic financial services such as settlement, financing, wealth management and consultation to start-ups.

(10) Enrich new modes of venture financing. Support the development of internet finance, guide and encourage the standardized development of crowdfunding platforms, carry out open and small equity crowdfunding pilots, and strengthen risk control and standardized management. Enrich and improve the policy of entrepreneurial guarantee loans. Support insurance funds to participate in entrepreneurial innovation and develop new businesses such as mutual insurance. Improve the evaluation, pledge and circulation system of intellectual property rights, promote the normalization and large-scale development of intellectual property pledge financing, patent license fee securitization, patent insurance and other services in accordance with laws and regulations, and support the development of intellectual property finance.

Six, expand venture capital, support the start-up and growth of entrepreneurial enterprises.

(eleven) to establish and improve the risk investment guidance mechanism. Constantly expand the scale of social capital's participation in the venture capital plan of emerging industries, expand the direct financing platform, and guide venture capital to extend more to the front end of the initial growth of venture enterprises. Constantly improve the policy system, institutional system, financing system, supervision and early warning system of venture capital in emerging industries, and accelerate the establishment of assessment and evaluation system. Accelerate the establishment of the National Venture Capital Guidance Fund for Emerging Industries and the National SME Development Fund, and gradually establish a long-term market-oriented operation mechanism to support entrepreneurial innovation and the development of emerging industries. Develop new models such as joint investment and explore the establishment of risk compensation mechanism. Encourage local governments to establish and improve venture capital guidance funds. Strengthen the legislation of venture capital and improve the policies and regulations to promote angel investment. Promote the synergy of the National Emerging Industry Venture Capital Guidance Fund, the SME Venture Capital Guidance Fund, the National Scientific and Technological Achievements Transformation Guidance Fund and the National SME Development Fund. Promote the construction of venture capital industry associations and strengthen industry self-discipline.

(twelve) to broaden the supply channels of venture capital funds. Accelerate the implementation of the three-year action plan for "double innovation" of emerging industries, establish a number of "double innovation" demonstration bases for emerging industries, and guide social funds to support mass entrepreneurship. Promote commercial banks to establish market-oriented long-term cooperative relations with venture capital institutions on the premise of legal compliance and risk isolation. Further reduce the threshold for commercial insurance funds to enter venture capital. Promote the development of new modes such as investment and loan linkage, insurance linkage and investment and debt linkage, and continuously increase financing support for entrepreneurial and innovative enterprises.

(thirteen) the development of state-owned capital venture capital. Study and formulate systematic policies and measures to encourage state-owned capital to participate in venture capital, and improve the incentive and restraint mechanism and supervision and management mechanism of state-owned venture capital institutions. Guide and encourage central enterprises and other state-owned enterprises to participate in venture capital funds for emerging industries and set up state-owned capital venture capital funds to give full play to the role of state-owned capital in entrepreneurial innovation. Study and improve the tax exemption policy for the transfer of state-owned shares of state-owned venture capital institutions.

(fourteen) to promote the "introduction" and "going out" of venture capital. We will promptly revise the relevant regulations on the management of foreign-invested venture capital enterprises, relax foreign investment access, improve the management system of foreign-invested venture capital institutions, simplify management processes, and encourage foreign investors to carry out venture capital business in accordance with the principle of consistent management of domestic and foreign capital. Relax investment restrictions on foreign venture capital funds and encourage the development of Sino-foreign joint venture capital institutions. Guide and encourage venture capital institutions to increase investment in overseas high-end R&D projects and actively share overseas high-end technological achievements. According to the investment field, use and scale of the raised funds, improve the overseas investment management of venture capital.

Seven, the development of entrepreneurial services, build an entrepreneurial ecology.

Guide and encourage all kinds of business incubators to combine with angel investment and venture capital, and improve the investment and financing model. Guide and encourage domestic capital to cooperate with overseas to set up a new business incubation platform, introduce advanced overseas business incubation models, and enhance the incubation capacity.

Accelerate the development of third-party professional services such as enterprise management, financial consultation, marketing, human resources, legal counsel, intellectual property, inspection and testing, and modern logistics. , constantly enrich and improve entrepreneurial services.

(seventeen) the development of "internet plus" entrepreneurial services. Accelerate the development of the "internet plus" entrepreneurial network system, build a number of small and micro enterprise entrepreneurial innovation bases, promote the combination of entrepreneurship and innovation, entrepreneurship and employment, online and offline, and reduce the threshold and cost of entrepreneurship in the whole society. Strengthen the openness and sharing of government data, and promote large Internet companies and basic telecommunications companies to open computing, storage and data resources to entrepreneurs. Actively promote crowdsourcing, user participation design, cloud design and other new R&D organizational models and entrepreneurial innovation models.

(eighteen) to study and explore new modes of public service such as entrepreneurial vouchers and innovative vouchers. Where conditions permit, we will continue to explore ways to provide social training, management consulting, inspection and testing, software development, R&D and design services for entrepreneurs and innovative enterprises, establish and standardize relevant management systems and operating mechanisms, and gradually form replicable and popularized experiences.

Eight, the construction of entrepreneurial innovation platform, enhance the supporting role.

Strengthen the integration of entrepreneurial innovation information resources, establish a centralized publishing platform for entrepreneurial policies, improve the professional and networked service system, and enhance the transparency of entrepreneurial innovation information. Encourage all kinds of public welfare forums, entrepreneurship forums, entrepreneurship training and other activities to enrich the form and content of entrepreneurship platforms. Support all kinds of entrepreneurship and innovation competitions, and regularly run China Innovation and Entrepreneurship Competition, China Agricultural Science and Technology Innovation and Entrepreneurship Competition and Innovation Challenge. Strengthen and improve the network construction of public service platform for SMEs. Give full play to the main role of enterprises in innovation, encourage and support qualified large enterprises to develop entrepreneurial platforms, invest in mergers and acquisitions of small and micro enterprises, support internal and external entrepreneurs to start businesses, and enhance the entrepreneurial innovation vitality of enterprises. Establish necessary guidance and assistance mechanisms for entrepreneurs who fail to start a business again, and constantly enhance their entrepreneurial confidence and ability. We will speed up the establishment of a statistical index system for entrepreneurial enterprises, angel investment and venture capital, standardize statistical caliber and survey methods, and strengthen monitoring and analysis.

(twenty) make good use of entrepreneurial innovation technology platform. Establish a long-term mechanism to open scientific and technological infrastructure, large-scale scientific research instruments and patent information resources to the whole society. Improve the opening mechanism of national scientific research platforms (bases) such as the State Key Laboratory to the society, and provide strong support for mass entrepreneurship and innovation. Encourage enterprises to establish a number of specialized and market-oriented technology transfer platforms. Encourage the development of socialized services for entrepreneurs by relying on advanced technologies and development models such as three-dimensional (3D) printing and network manufacturing. Guide and support qualified leading enterprises to create characteristic service platforms, and provide financial, technical and service support for entrepreneurs inside and outside enterprises. Accelerate the establishment of a coordination mechanism for the implementation, information exchange and standardization of dual-use technology projects, and promote the integration of military and civilian innovation resources.

(twenty-one) the development of entrepreneurial innovation regional platform. The provinces (autonomous regions and municipalities) and the national comprehensive reform pilot zone that support the comprehensive innovation reform experiment rely on the reform experimental platform, actively explore the reform of entrepreneurial innovation system and mechanism, play a leading role in demonstration, and provide replicable and scalable experience for the construction of entrepreneurial innovation system. Relying on free trade pilot zone, national independent innovation demonstration zone, strategic emerging industry cluster and other areas with intensive entrepreneurial innovation resources, we will build a number of entrepreneurial innovation centers with global influence. Guide and encourage entrepreneurial and innovative cities to improve the environment and promote regional agglomeration and development. Promote the implementation of small and micro enterprise entrepreneurship base city demonstration. Encourage qualified places to introduce distinctive support policies, actively revitalize idle commercial buildings, industrial plants, enterprise warehouses, logistics facilities, family houses, rental houses and other resources, and provide entrepreneurs with low-cost office space and living conditions.

Nine, stimulate creativity, development, innovation and entrepreneurship

(twenty-two) support scientific research personnel to start a business. Accelerate the implementation of entrepreneurship policies for professional and technical personnel such as universities and research institutes, retain personnel relations for those who agree to leave their posts for three years, and establish and improve the two-way flow mechanism of scientific research personnel. Further improve the institutional rules of listed equity incentives and employee stock ownership plans for innovative SMEs. Encourage qualified enterprises to mobilize the entrepreneurial enthusiasm of scientific researchers through incentives such as equity, options and dividends in accordance with relevant regulations. Support and encourage scientific and technological societies such as societies, associations and research associations to provide consulting services for scientific and technological personnel and entrepreneurial enterprises.

(twenty-three) support college students' entrepreneurship. In-depth implementation of college students' entrepreneurship leading plan, integration and development of college graduates' employment and entrepreneurship funds. Guide and encourage colleges and universities to co-ordinate resources and pay close attention to the implementation of college students' entrepreneurship guidance service institutions, personnel, venues and funds. Guide and encourage successful entrepreneurs, well-known entrepreneurs, angels and venture capitalists, experts and scholars to serve as part-time business mentors, and provide business counseling including business plans and business channels. Establish and improve the management methods of flexible academic system, and support college students to retain their school status and leave school to start businesses.

(twenty-four) to support overseas talents to start businesses in China. Give full play to the entrepreneurial leading role of returned overseas students, especially leading talents and high-end talents. Continue to promote the opening of the human resources market and establish and improve the introduction mechanism of overseas high-end entrepreneurial and innovative talents. Further relax the conditions for foreign high-end talents to apply for visas and permanent residence permits in China, simplify the approval process for starting enterprises, and explore the adjustment from pre-approval to post-filing. Guide and encourage local governments to give one-time start-up funds to high-end talents who have returned to China to start businesses and foreign high-end talents to set up high-tech enterprises in China, and improve relevant measures in terms of spouse employment, children's schooling, medical care, housing and social security. Strengthen the construction of offshore entrepreneurial bases for overseas scientific and technological talents, and introduce more foreign entrepreneurial innovation resources into China.

Ten, expand the channels of urban and rural entrepreneurship, to achieve entrepreneurship to promote employment.

Combine the characteristics of urban and rural areas, establish a cooperative entrepreneurial model with market competitiveness, and form a unique returnee entrepreneurial alliance. Guide entrepreneurs returning home to integrate into the characteristic professional market, and build entrepreneurial clusters and advantageous industrial clusters with regional characteristics. In-depth implementation of rural youth entrepreneurship and enriching the people project, support entrepreneurs returning home to start businesses around leisure agriculture, deep processing of agricultural products, rural tourism, rural service industries, etc., and improve the development environment of new agricultural business entities such as family farms.

(twenty-seven) improve the grassroots entrepreneurial support services. Strengthen the construction of social security, housing, education, medical care and other public service systems for urban and rural grassroots entrepreneurs, and improve the cross-regional entrepreneurial transfer and connection system. Improve the vocational skills training system, strengthen long-distance public welfare entrepreneurship training, and enhance the entrepreneurial ability of grassroots entrepreneurs. Guide and encourage small and medium-sized financial institutions to carry out financial product innovation oriented to grassroots entrepreneurial innovation, give play to the advantages of community geography and soft environment, and support community entrepreneurs to start businesses. Guide and encourage leading enterprises in the industry and large-scale logistics enterprises to give full play to their advantages, expand rural information resources, logistics warehousing and other technology and service networks, and provide support for grassroots entrepreneurship.

XI。 Strengthen overall coordination and improve the coordination mechanism.

All regions and departments should base themselves on reform and innovation, adhere to demand orientation, fundamentally solve various institutional and institutional problems faced by entrepreneurial innovation, and promote the vigorous development of mass entrepreneurship and innovation. Major issues should be reported to the State Council in time.
