There is no relevant law for lawyers to set up offices. However, qualified law firms can open branches. According to Article 19 of the Lawyers Law, a partnership law firm that has been established for more than three years and has more than 20 practicing lawyers may set up branches. The establishment of a branch office shall be examined and approved by the judicial administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government where the branch office is to be established. An application for the establishment of a branch shall be handled in accordance with the procedures stipulated in Article 18 of this Law.
The partnership law firm shall be liable for the debts of its branches.
