Development and reform, industry and information technology, education, science and technology, public security, finance, commerce, culture, radio and television, tourism, taxation, customs and other departments shall, according to their respective responsibilities, do a good job in patent promotion. Article 8 Municipal and county-level city (district) people's governments shall set up patent awards to reward patent inventors or designers who have made outstanding achievements in inventions and creations, as well as patentees and patent implementers who have achieved good economic or social benefits.
City, county-level city (District) people's government shall reward the winners of local national and provincial patent awards.
City, county-level city (District) people's governments and departments in charge of patent work shall reward units and individuals that have made remarkable achievements in the development of patent undertakings. Article 9 The municipal and county-level city (district) people's governments shall incorporate the construction of patent talents into the talent work plan, and cultivate and introduce high-level patent management, service and trade talents.
Encourage ordinary universities and vocational and technical colleges to incorporate patent knowledge into the curriculum education system. Encourage and support primary and secondary schools to popularize relevant knowledge of invention and creation, and enhance their awareness of innovation and intellectual property protection.
Encourage and support enterprises and institutions to cultivate practical patent talents through cooperation with ordinary institutions of higher learning, vocational and technical colleges and scientific research institutes. Article 10 The patent administrative department shall regularly analyze the patent application, authorization and implementation, and work with relevant departments to formulate and implement major patent promotion and application plans around the local industrial development strategy to promote the industrialization of patent technology. Eleventh patent management departments should establish a public service platform for patent information, encourage and support relevant industry associations, enterprises and institutions to build various professional patent information databases, and promote the enjoyment, development and utilization of patent information. Twelfth venture capital funds arranged by the government financial funds and venture capital institutions established shall increase investment in patented technology industrialization projects.
Encourage commercial banks and other financial institutions to carry out patent pledge financing business; Encourage guarantee institutions to give priority to providing financing guarantees for patents and patented technology industrialization projects. Thirteenth establish and improve the system of cultivating, identifying and rewarding enterprises with patent advantages. The specific measures shall be formulated separately by the Municipal People's Government. If the research and development expenses incurred by enterprises for developing new technologies, new products and new processes are not included in the current profits and losses when calculating the taxable income, they shall be deducted and added according to the state regulations; Where intangible assets are formed, they shall be amortized in accordance with state regulations. Encourage the transfer, licensing, shareholding and pledge of patent rights. Income from the transfer, licensing and shareholding of patent rights shall enjoy preferential tax treatment according to law. Patent intermediary service institutions that provide patent agency services shall deduct the value-added tax in accordance with the law.
